OsloMet would like to enter into a contract for assistance with management development within the core areas R&D and education. The aim is to strengthen and support managers in their professional management of core activities, and we want to use external contributors with expertise within management of R&D and education. Management of R&D and education are included in OsloMet's management development programme. The programme is internal in the entity and concerns all faculties and lies in the HR Department in the university's central department for digitalisation and performance management. It is adapted to the university's characteristics, goals, and development needs, and supports ongoing processes on the way to realising strategic goals. It must contribute to managers maintaining and developing their management competence, and to them taking an overview perspective and developing the university together.

Beskrivelse av opsjoner:

A framework agreement will be signed with one tenderer for the assignment. The framework agreement duration is 2 years. The contracting authority shall have an option to extend the framework agreement for a further 1 + 1 year, to a total of 4 years.

Egnethet til å utøve yrkesvirksomheten:

Qualification requirement for the legal position: tenderers must be legally established companies.

Documentation:

— Norwegian tenderers: Company Registration Certificate;

— Foreign tenderers: confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Tax certificate requirements: tenderers must have met their obligations with regard to the payment of tax and employer contributions.

Documentation: a certificate from the tax collector (RF-1316). The certificate must not be more than 6 months old, from the tender deadline. Any arrears and other notes must be explained. - Foreign companies must submit equivalent certificates demonstrating that they have their tax and duty payments in order.

Økonomisk og finansiell stilling:

Requirement: tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Documentation: a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service. The credit rating must not be older than 6 months from the tender deadline. The result available in the documentation must be given as a graded value (letters or numbers) on a defined scale. Newly started companies which are unable to provide a relevant credit appraisal and/or the annual accounts, can present alternative documentation. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable.

Minste nivå(er) av standarder:

Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

Requirement 1: tenderers must have good implementation ability that shows that the tenderer can fulfil the contract.

Documentation 1: a short and general description must be given of the company, including:

— an account of the company's business idea and core competence related to the scope of the delivery;

— an overview of the company’s history, organisation and ownership, as well as a description of the business today;

— a description of how the tenderer is organised for the execution of this contract, including a list of personnel that the tenderer can use to fulfil the contract as requested.

Tenderers can choose to rely on other companies’ capacity to fulfil the technical and professional qualification requirements or to strengthen their technical and professional qualifications. Tenderers must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by, for example presenting a declaration of commitment (use annex 2 Commitment Statement in the tender documentation), guarantee, co-operation agreement or similar. This applies regardless of the legal character of the connection between the companies, i.e., that supporting companies can either by the tenderer's parent company, another company in the same group, a collaboration partner, or similar.

Requirement 2: tenderers must have good experience from similar deliveries that show that they can fulfil the contract. Document experience from similar contracts.

Documentation: a short list of the tenderer’s most important conducted services in the last 3 years.

Documentation requirement: overview of relevant deliveries in the last 3 years.

The overview must, as a minimum, contain:

— a brief description of the delivery;

— date of implementation;

— scope of the assignment in monetary amount;

— name and telephone number of the reference person at the contracting authority.

The contracting authority must have the opportunity to contact the contact persons listed.

Requirement 3: tenderers must have an environmental management system that describes how the company carries out and continuously limits its environmental impact to ensure that the tenderer is suitable for carrying out the contract.

Documentation: a description of the tenderer's relevant environmental measures/environmental management system. Attachments or certification from a relevant and recognised third party can alternatively be submitted.
