Consultancy services for development and administration of Vigo BAS — framework agreement.
The competition concerns a contract for the delivery of advisory/consulting services in the areas of software development in connection with development and administration of user administration system Vigo BAS for 11 counties.
Presentation of the solution:
VIGO-BAS is an IDM system developed in cooperation between eight counties. The solution is intended to replace the current ‘ Buddy-system’ that is/was used in 13 counties from 2006 — 2016.
The solution is based on Microsoft Identity Manager and consists of a framework for provisioning of new users and group-objects with flow of associated attributes and connections for the HRM (Human Resource Management) and SAS (School Administrative System) systems currently used in the counties. At this point in time we have made connections to Visma HRM, Agresso, Bluegarden, PIFU IMS and FINT. In the future, FINT will be the preferred system for employee and student information.

The solution is made to handle the life-cycle of all users from both the SAS and HRM systems in a municipality/county from the time they are created until they end. Based on which system they come from and what role they have, an Active Directory account, Feide account, Fronter/It's Learning accounts, etc. will be created.
