Normal delivery within assets management: Bamble, Porsgrunn and Skien municipalities.
Option for delivery within assets management: Drangedal, Kragerø and Siljan municipalities. In addition municipal/inter-municipal company members of GKI's purchasing system.
Ordinary deliveries in liabilities management: Bamble, Drangedal, Kragerø, Porsgrunn, Siljan and Skien municipalities. Option for deliveries within liabilities management: Municipal/inter-municipal company members of GKI's purchasing system.

Egnethet til å utøve yrkesvirksomheten:
Requirement:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
Norwegian companies: documented by a valid Company registration certificate from the Brønnøysund Register Centre.
Foreign companies: documentation verifying the company is registered in a company register, professional register or a trade register in the state where the tenderer is established.
Tenderers must have their tax, employer contribution and value added tax (VAT) payments in order.
Norwegian companies: Tax certificate, not more than 6 months old.
Foreign companies: tenderer's with a business address outside of Norway, must deliver certificates issued by the relevant authority in their home country.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract.
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a licence to conduct this business.
If the tenderer has valid reasons for not presenting the requested documentation, this capacity can be documented by any other document the contracting authority considers suitable.
Tenderers will be required to have the economic and financial ability to fulfil the contract.
The tenderer must have relevant liability insurance that will be sufficient to fulfil their obligations based on a contract of this scope and contest (so-called ‘Loss Insurance’).
Documented by insurance certificate/certificate from the tenderer's insurance company.
Tenderer's or their insurance company must also describe their liability insurance both in scope and content.
Teknisk og faglig kapasitet:
Requirement:
Tenderers must have experience from comparable assignments.
Documentation requirement:
Description of up to three of the tenderer's most relevant assignments during the last 3 years. The description must include a statement of the assignment value, date and recipient (name, contact person, telephone and email). It is the tenderer's responsibility to document relevance through the description.

The contracting authority reserves the right to contact the provided references in order to verify submitted information.
The tenderer can document experience by referring to the competence of the personnel at disposal for this assignment, including experience that has been acquired while the personnel performed services for another service provider.
The tenderer must have a good and well-functioning system for quality management/quality assurance for their business and the services that will be delivered.
The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.
The tenderer must explain and document their system.
Documentation of met requirements can be made by presenting one or both of the following points:
The tenderer must describe procedures for quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.
If the tenderer holds ISO certification (ISO 9001:2008, or a newer version), this should be presented.
