Kort beskrivelse:
The contract for collection services must, as a starting point, include collection services for all municipal claims except municipal fees and property tax. The prices and terms in the contract must also apply for new areas/new services that are established in the municipality in the contract period.

The contract must also include a reminder service for rent invoicing that is carried out by Trondheim
Property (system BOEI). The prices and terms stated for the reminder service in the tender must also apply for the reminder service for other invoicing areas if the municipality would like to use an external reminder service for other areas than rent invoicing in the contract period.

Requirement: Tenderers must be a legally established company. Documented by a company registration certificate or equivalent.
Requirement: Tenderers must have a concession/appropriation from the Financial Supervisory Authority of Norway for the execution of debt collection services in Norway in accordance with the Debt Collection Act, section 4. Økonomisk og finansiell stilling:
Expanded credit rating/report, not older than three months, from a publicly certified credit rating company with character A (credit worth) or equivalent or better rating. The report must be based on the last known fiscal figures. The date must be clear. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.

A list of the most important deliveries or services performed in the last three years, including information on the value, date, and the name of the recipient with contact information.
Statement of the tenderer's quality assurance system and/or copy of certificate for the quality control system in accordance with ISO 9001:2015 or equivalent certificate.
A description of the tenderer's technical personnel or the technical units that the tenderer can use for fulfilment of the contract, whether they belong to the company or not, and an account of the tenderer's average workforce and the number of employees in the administrative management in the last three years.

Experience from equivalent of municipal/county assignments is required. This means that the tenderer has understanding and knowledge of municipal/county demands and the collection of them.
A good and well-functioning quality management system is required for the requested services The concept of a quality management system is that i.a., the tenderer is aware of quality objectives, planning, security, handling of deviations, quality improvement and data security.
