Choice of Concept Review for a Future Solution for the Governor's official Vessel on Svalbard

A choice of concept review is to be prepared, which will form a good basis for assessing what future needs an official vessel for the Governor of Svalbard must cover, and what will be covered in another way, or not covered. The choice of concept review must contribute to a good and sober assessment and clarification of future needs, goals, and framework conditions. The Governor will assist with the work, particularly as regards the assessment of needs, mapping feasibility, and general professional assessments.
The estimated scope of the assignment is up to NOK 2 400 000 excluding VAT and including facilitation for carrying out QA1. The assignment must be completed by 31 January 2022. The work will be managed by the Ministry of Justice and Public Security. A management group managed by the Ministry of Justice and Public Security with participation from the Governor will be established for this purpose.

The Governor will assist with the work, particularly as regards the assessment of needs, mapping feasibility, and general professional assessments (but not with the formulation of the actual report). Tenderers can take previous material into consideration and possibly supplement it with new updates, analyses, and prognoses.

The work will be managed by the Ministry of Justice and Public Security. The primary assignment of the management group will be a general consideration of the deliveries during the work on the choice of concept review. The management group will authorise needs, goals, and framework conditions, as well as assess whether feasibility has bee adequately reviewed, and decide which solutions will be taken further with an alternative analysis.
