Returkraft AS invites tenderers for a contract for:
1) Complete delivery of a charcoal filter system as described in annex A: Requirements Specification;
2) Service (option) as described in annex A: Requirements Specification.
Tenders cannot be submitted for only one of the assignments, (c.f. point 1.3 in the tender documentation).
Returkraft would like to enter into a contract for 1 (one) year starting in February 2021, with an option for 3 years (1 + 1 + 1 year) if Returkraft wants this.

Kort beskrivelse:

Returkraft has a bunker for the receipt and temporary storage of waste. The waste is taken from the bunker to the incineration oven. Air from the bunker is used in the oven to maintain the incineration. This extraction of air makes up the ventilation for the bunker when the oven is in operation.

In periods when the oven is not in operation, and when the waste mill is in operation, there is a need to remove odour in order to comply with the concession requirements for odour emission.

Returkraft has had a system to cover this function that gave satisfactory results as regards odour removal. This was totally destroyed in a fire in June 2020 and there is now a need to install a system with the equivalent capacity and improved protection from fire, as well as improved control of the amounts of air.

The capacity of the new system has been set according to previous systems, as we have good experience in removing odour. The new system must have better protection from fire.

Returkraft will use this tender to procure a new charcoal filter system to remove odour. Returkraft can take up an option for service of the charcoal filter system.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1) Tenderers must have complied with all of their tax obligations.

Documentation requirement:

• updated tax and VAT certificate without arrears.

The certificate must not be older than 6 months.

2) Tenderers must be a legally established company.

• Norwegian tenderers must provide an updated company registration certificate;

• Foreign tenderers must provide an updated certificate(s) for

— statutory registration in the country where the tenderer was established;

— documentation that the company is registered in the Norwegian Company Register (the Brønnøysund Register Centre), or that the company will do this before the contract is signed;

3) Tenderers must meet the requirements of Norwegian legislation with regard to health, safety and the environment.

• an updated HSE self-declaration stating that the tenderer meets, or if awarded the contract will meet, statutory requirements in Norway relating to health, safety and environment;

• this self-declaration must be signed by a company representative and countersigned by one of the employees.

4) Tenderers must have legal working and wages conditions for both their own employees and for hired personnel.

• tenderers must attach a copy of a standard employment contract in the company and for any labour that has been hired in;

5) If a tenderer plans to use hired foreign labour, sub-suppliers from abroad, or is himself a foreign registered company, the tenderer must comply with all the requirements in the laws and regulations on work in Norway.

• Tenderers must submit a declaration that the tenderer has routines for and is aware of the obligations that lie with the company.

Økonomisk og finansiell stilling:

1) Financial qualifications — tenderers must have sufficient economic and financial solidity to fulfil the contract obligations.

Documentation requirement:

• approved annual accounts with the auditor´s report for the last 2 accounting years, which show positive equity and liquidity of at least 50 % of the expenses for each of the accounting years;

• if a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

1)The main tenderer can only use one sub-supplier. A commitment statement is required for the use of sub-suppliers, as well as confirmation that the tenderer can use the resources throughout the entire contract period.

Documentation requirement: tenderers must submit a commitment statement that confirms that the tenderer can use the resources throughout the entire contract period. It must be clear if a tenderer will not use sub-suppliers. Note that any sub-suppliers must fulfil the same qualification requirements that are mentioned in the tender documentation as the tenderer, and must attach the required documentation on equal terms as the tenderer.

If a tenderer will not use hired/sub-suppliers from abroad, this must be specifically stated in the tender letter.

2) Tenderers are obligated to take out and maintain required insurance for the non-life and liability events that can occur during the contractual relationship. Tenderers must document their updated insurance and coverage, c.f.
