Akershus University Hospital Trust (Ahus) plans to replace several monitors in the theatres at Ahus and other hospitals connected to the health trust, and would therefore like to enter into a framework agreement for the procurement of medically certified monitors.

At the time of this notice, Ahus has calculated that 34 monitors will be replaced. Further monitors in other departments are expected to be replaced, but the scope is unclear. How many monitors will be procured in the contract period will depend on allocation of funds in the budget and price per monitor as stated in the winning tender.

NOK 1.6 million has been set aside for the procurement of ceiling mounted monitors for the Day Surgery Centre (DKS) and the central operation (SOP) at Ahus. The amount includes costs for adaptations and drawing cables. Money is expected to be put aside for the procurement of further monitors, both for the theatres at Ahus and for other hospitals during the duration of the framework agreement. The total number of monitors that will be procured will depend on the budget, and Ahus is not bound to a minimum amount/volume or the stated upper value of the framework agreement.

Beskrivelse av fornyelser:
The contracting authority must have the option to extend the framework agreement for a further 1 year + 1 year, altogether a maximum of 4 years.
Beskrivelse av opsjoner:
The contracting authority would like an option for arms for the monitors that are fixed from the side in the LAF ceiling. The arms must have an equivalent function and fixing mechanism as the current arms, as seen in the pictures from the theatre with a LAF ceiling in Part 1 Annex D Illustration Picture. The option for arms must be valid for 2 years calculated from the date the contract is signed.

The contracting authority would also like an option for assistance with drawing cables to the theatres. The cables that are to be drawn will be electricity cables and signal cables for the different monitors. If the contracting authority chooses to take up.

The option for drawing cables, it will occur immediately with the first delivery of monitors.
The options are not absolute minimum requirements, and will not be subject to evaluation. The options will be taken up if the contracting authority deems it appropriate.

Requirement:
Tenderers must be a legally established company.
Documentation requirement:
Norwegian tenderers: company Registration Certificate.
Foreign tenderers: confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have their tax, payroll tax and VAT payments in order.
Documentation requirement:
Tax certificates not older than six months calculated from the tender deadline. A tax certificate is defined as:
For Norwegian tenderers: Tax and VAT certificate issued by the tax office via Altinn.
For foreign tenderers: Foreign tenderers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/person responsible for finance.

Requirement: Tenderers must have the sufficient financial strength to fulfil the contract.
The tenderer's annual financial statement including notes with the board's and the auditor's reports from the last three accounting years.
If the annual financial statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.
The Contracting Authority reserves the right to carry out a credit assessment. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Tenderers must have the adequate implementation ability.
Documentation:
A short, general description of the company shall be given, including:
— an account of the company’s core competence related to the scope of the delivery;
— an overview of the company’s history, organisation and ownership, as well as a description of the current business;
— a description of how the tenderer is organised for the execution of this contract;
— a brief description must be given of the overall quality assurance system that the tenderer will use for fulfilment of this contract.
Tenderers must have good experience from comparable assignments.
An overview of the most important deliveries that the tenderer has carried out in the last 3 years. The overview must include the following information:
— a brief description of the delivery;
— date of implementation;
— scope of the assignment in monetary amount;
— name and telephone number of the reference person at the contracting authority.
The contracting authority must have the opportunity to contact the contact persons listed.
