Oslo kommune ved Velferdsetaten (Oslo Municipality c/o Welfare Administration) will enter into framework agreements for institution places for persons over 18 years of age with substance abuse problems living in Oslo. The competition is reserved for non-profit organisations in accordance with the Procurement Regulations § 30-2 letter a.
The tender includes the following service levels:
• investigation and further dissemination units (substance abuse);
• investigation and further dissemination units (sober);
• care centre (substance abuse);
• resource centre (sober).
The tenderers can submit tenders for one or more service levels.
The institution offer must include user-controlled places for investigation and further dissemination sober, resource centre and care centre.
The investigation and further dissemination units must be located in Oslo.
Other service levels must be located at Østlandet, and within a 20 mile radius of Oslo S.

The competition is reserved for non-profit actors in accordance with the Public Procurement Regulations § 30-2 letter a. In order to participate in the competition the tenderer must document their fulfilment of the regulation requirement for non-profit organisation: Non-profit organisations do not have a return on equity as their main purpose. They work exclusively for social purposes for the best of the community, and reinvest any profit in the activity that fulfils the organisation's social goals. A non-profit organisation can to a limited extend operate commercial activity that supports the organisation's social purpose.
