Broadband development for municipalities in Troms and Finnmark - subsidy project award 2021

Troms og Finnmark fylkeskommune v/Bredbåndsfylket Troms AS

Resources have been granted in 2021 from the broadband support scheme for 11 municipalities in Troms og Finnmark. Vadsø, Lebesby, Porsanger, Loppa, Nordreisa, Senja, Målselv, Salangen, Harstad, Kvæfjord and Tjeldsund.

Troms og Finnmark County (TFFK) would like to award a contract to tenderers that can take on the total responsibility for the engineering design services for, development, ownership, and operation of a broadband network with an experienced download speed of minimum 30 Mbits/s, which is available for residential properties, private and public entities, and any holiday homes in the relevant municipalities - see the areas in the municipalities in annex 1 - Overview of Each Municipality's Projects, and annex 2 Specific Municipality Information.

The municipality would like to award a building and construction concession/service concession to a tenderer that will take on the total responsibility for the engineering design services for, construction, ownership, and operation of a high speed broadband network, that, as a minimum, fulfils NKOM's requirements for satisfactory broadband in one or more of these areas.

The municipality received less than the applied for resources from the broadband support scheme, and the municipal council will decide whether they will provide the remaining financing on 16.12.2021.

The municipality would like to award a building and construction concession/service concession to a tenderer that will take on the total responsibility for the engineering design services for, construction, ownership, and operation of a high speed broadband network, that, as a minimum, fulfils NKOM's requirements for satisfactory broadband in one or more of these areas. The municipality decided not to finance the remaining 25% for the area Leirpollen - Mårnes. The project must therefore be postponed until 2023. This notice therefore requests an option price for the project

Salangen Municipality would like to contribute to the development of high speed broadband for all its inhabitants and entities in the municipality. The municipality has applied for public support to implement this in areas that the actors do not find it commercially viable to develop. The municipality has been awarded resources for the development of the Elvelund-Rotvika area. In the mean time, Telenor has decided to develop parts of this area without support. The municipality has therefore applied to re-allocate the resources to other areas. The application was approved and development through this notice is wanted in the following areas: Sommerseth -Rotvika, Løksa, Baklia-border Lavangen and an option for Grønlia and Nattmålskaret.

Salangen Municipality would like to award a building and construction concession/service concession to a tenderer that can take on the total responsibility for the engineering design services for, development, ownership, and operation of a high speed broadband network that, as a minimum, fulfils NKOM's requirements for satisfactory broadband in several of these areas.

The municipality applied for broadband support from the county and was awarded resources in 2021 for one project, the Tennvassåsen - Sørli area. The area is described in more detail in the document. In addition, the municipality has the Meløyvær - Krøttøy area as an option area, where we would like broadband to be developed over the mobile network, which will also ensure that this area has good verbal coverage. Work is being done on the ferry routes from Senja to Bjarkøy and Andøy. There are several major activities in this axis around Meløyvær, such as The Whale on Andøy and the history around Tore Hund. The municipality would like to award a building and construction concession/service concession to one tenderer that can take on the total responsibility for the engineering design services for, development, ownership, and operation of a high speed broadband network, that, as a minimum, fulfils NKOM's requirements for satisfactory broadband in one or more of these areas.
