The Norwegian Institute of Public Health is carrying out an open tender contest where the objective is to enter into a framework agreement for the delivery of a booster vaccine against diphtheria, tetanus, pertussis and poliomyelitis for children in the 10 year. The vaccination is a part of the Childhood Immunisation Programme.
The tender contest is carried out as an open tender contest in accordance with the Public Procurement Regulations' Parts 1 and 3. The competition is implemented electronically in the CTM electronic tender documentation tool (Norwegian abbreviation: KGV).

The objective of the procurement is to ensure the delivery of booster vaccine against diphtheria, tetanus, pertussis and poliomyelitis for 10th graders in the Childhood Immunisation Programme. The contract period is from 2022 to 2025. (The years 2024 and 2025 are options).

The desired date for the first delivery included in the new contract is no later than the end of August 2022.
The Norwegian Institute of Public Health will, in accordance with the contract, be obliged to make call-off for a minimum volume 60,000 doses per calendar year in the contract period. The tenderer must commit to being able to deliver up to 90 000 doses per calendar year in the contract period.

With a maximum contract period of four years, the total scope is 240 000-360 000 doses.
In addition to the minimum volume, the volume that the National Institute of Public Health may order per year will depend on demand. The years 2024 and 2025 are options.
The Norwegian Public Health Institute is not obligated to submit orders beyond the minimum requirement per year.
The Norwegian Public Health Institute takes into account summer holidays when deciding the deadline for receipt of tenders.
Based on publicly available information on the maximum purchase price of relevant vaccines for pharmacies (AIP), the contract value is estimated at a maximum of NOK 78 660 000. The contracting authority is not bound by the stated estimate.
The agreement period is 2 years with an automatic extension for 1 year + 1 year unless it is cancelled earlier in accordance with contract terms.

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Foreign tenderers: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Requirement:
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a license to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documentation considered suitable by the contracting authority.

Teknisk og faglig kapasitet:
Requirement:
The tenderer must have sufficient delivery capacity throughout the contract period.
Documentation requirement:
Proof that the tenderer has the capacity to deliver up to 90 000 doses per year during the contract period.
The tenderer must have the requisite permissions to be able to fulfil the contract.
If the tenderer is the manufacturer of the vaccine, permission must be presented from relevant EU/EEA authorities to manufacture pharmaceuticals.
If the tenderer is not the manufacturer of the vaccine, the requisite permissions from relevant EU/EEA authorities to trade in pharmaceuticals must be presented.
If the tenderer imports the vaccine, the import license that includes the offered vaccine must be presented.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
All conditions are given in the tender documents, including a draft contract and information in the Complete Tender and Contract Management solution (Norwegian: KGV).
The Norwegian Public Health Institute refers in particular to the tender documents' section 1.9 Special contract terms
• The Norwegian Institute of Public Health requires ethical and socially responsible production. (Supply agreement point 12, 12.1 – 12.4);
• The tenderer shall be a member of the Legemiddelansvarsforeningen (Pharmaceutical Liability Association) (Supply Agreement, point 11.2);
• Folkehelseinstituttet [the Norwegian Institute of Public Health] can re-sell, non-distributed, vaccine doses (Supply Agreement, point 18.1);
• The tenderer is obliged to deliver up to 90 000 doses per year during the contract period. (Supply agreement point 3.3;
• The Norwegian Institute of Public Health is obliged to procure a minimum of 60 000 doses per year during the contract period. (Supply agreement point 3.2).
