An important part of the National Library of Norway's activity is to highlight the material in the collection in a manner that captures the interest of the public. Based on this the National Library of Norway publishes books for the general public It is presumed that these products are of high quality and communicate well with the public.

In the work of making books, the National Library of Norway needs stable and certain access to printing services for the production of books. Based on this requirement, the National Library of Norway is holding an open tender contest for awarding of framework agreements for book printing. The framework agreements will cover our need within printing of books in multiple formats and with different specifications.

The tender covers five categories. Tenderers must be able to deliver on all five categories as they are specified in the category descriptions.
Category 1: Illustrated coffee-table book
Category 2: Illustrated book
Category 3: Paperback novel
Category 4: Illustrated novel in four-colour book block
Category 5: Novel in two-colour book block
Duration
The contract duration is two years from when it is signed, with the contracting authority having the right to extend the contract duration two times for one year at a time. The maximum contract period is four years.

Other economic and financial requirements
In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:
Minimum requirements for qualification
The tenderer must document a minimum credit rating of A (bitnote or equivalent), not more than six months old.

Documentation and references
The tenderer must have experience from a minimum of three equivalent assignments during the last three years. Equivalent assignments means assignments of equal scope and complexity. The tenderer must enclose a description of the tenderer's three most relevant assignments during the last three years. The description must include a comprehensive statement of the assignment value per year, dates (and duration) and recipient (name, telephone and email), so that the contracting authority can evaluate whether the named assignment is relevant. References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer´s responsibility to provide a description substantiating relevance.

Environmental requirements
In order to ensure a low impact on the environment and services of good quality in any contract period, tenderers are required to have management systems that minimise the consumption of energy and chemicals, and have good routines for handling waste. The tenderer must enclose an account of the existing routines documenting that the requirement is met. If this is described in the company's quality or environmental management system in accordance with ISO 14001, Svanen, Eco-lighthouse programme or equivalent third party verified system, a copy of routines and valid certificates can be enclosed. References must be able to be provided.
