Oslo kommune ved Bymiljøetaten (Oslo Municipality, c/o the Agency for Urban Environment), hereafter called the Contracting Authority, invites tenderers to participate in an open tender contest for the procurement of bicycle service for municipal entities in Oslo Municipality.
The purpose of the procurement of bicycle service for municipal work places is to increase the number of municipal employees who cycle to and from work, and thereby reduce the number of public transport and private vehicle commuters. A tool to achieve this is a mobile/ambulant bicycle workshop that can be booked by all municipal work places in Oslo Municipality, so that bicycle service can be carried out on employee bicycles while they are at work. The contract values are an estimate of the number of employees and the estimated number of cyclists in the scope of the contract.
The procurement is composed of three lots. Each contract concerns specific municipal entities and has different economic limits.

Tenderers must be a legally established company.

Documentation requirement:

— Norwegian companies: Company Registration Certificate;

— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement:

The tenderer must have the economic and financial capacity to carry out the assignment.

Documentation requirement:

— credit evaluation/rating, not older than six months, based on the last known accounting figures. Such an evaluation must be carried out by a publicly certified credit rating institution;

— the Contracting Authority reserves the right to obtain a separate credit rating from an approved credit rating institution and use this as the basis in the evaluation.

Qualification requirement:

The tenderer must have experience with bicycle workshop activity and bicycle service.

Documentation requirement:

— the tenderer must deliver an overview of up to five assignments of equivalent nature;

— the tenderer must deliver up to five references from work places/housing cooperatives/associations etc. that have receive bicycle service for employees/residents/members. The reference must state the name of the Contracting authority, the name of the contact person, the nature of the work, scope and value, as well as the time and location of the execution of the work.
