Better Decision Basis in the Transport Sector — Development of Socio-economic Analyses and Systemisation of Relevant Decision Information

The intention of this assignment is to get an assessment of the needs and proposals for a system for the further development of the decision basis in the transport sector based on the socio-economic analyses. This includes mapping the current methods and best practice, as well as how the results from the analysis work that transport entities do can be used better in the decision basis in the sector and in the work on the National Transport Plan.
The work is to be done within a limit of NOK 1 500 000 excluding VAT, with deliveries of parts 1, 2 and 3 by 8 December 2021. In addition there is an option (part 4) for further development in 2022 within a limit of NOK 1 000 000 excluding VAT. The option will be assessed in January 2022, so that this could be taken up and the work could start tentatively in February 2022, with the goal of completing the final report for part 4 by July 2022. The estimated total value of the contract, including options, is NOK 2 500 000 excluding VAT.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirements: tenderers must be a legally established company.
Documentation:
Norwegian companies: company registration certificate or a printout from the unit register for sole proprietorships not required to register.
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. Confirmation can be submitted in writing or through BRIS.
Økonomisk og finansiell stilling:
Requirement: paid taxes and duties.
Documentation: a certificate, not older than six months, verifying that the tenderer has fulfilled his obligations in relation to the payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. See skatteetaten.no for further information. Foreign tenderers must present certificates from equivalent authorities to the Norwegian authorities.
