There is currently a lot of variation in the TV systems and programme distribution at Avinor's airports. We would like to have a joint group contract for programme distribution, where IPTV is distributed via a central network to all of Avinor's locations. Avinor would like an IPTV system delivered by a central network to all of Avinor's locations. We would like the IPTV to be delivered as an IP service, where the interface with Avinor WAN can be via a central network or via separate access to, for example, Gardermoen.

Avinor Konsern-IT will continue the current model where Avinor IT-partner will negotiate the programme distribution. Avinor Konsern-IT is the responsible supplier of all services that Avinor IP-Partner sells. Avinor IT-Partner can convey all appropriate services that Avinor Konsern-IT can obtain, including IPTV.

Avinor would like an IPTV system delivered by a central network to all of Avinor's locations. We would like IPTV to be delivered as an IP services, where the interface with Avinor WAN can be via a central network or via separate access to, for example, Gardermoen. Avinor WAN (Telenor Nordic Connect) is to be used for distributing IPTV to Avinor locations. Avinor LAN is to be used internally at the Avinor locations. Potentially 400-500 subscribers.

Point II.2.7) states that the contract cannot be renewed. This is a technical error and is not correct. The contract duration is three (3) years calculated from the delivery day. The contract will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the contracting authority before the renewal date. The tenderer has the option to terminate the contract 12 (twelve) months prior to the notification of contract renewal.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers must be registered in a company register, trade register, or professional register.

Documentation: Norwegian tenderers must present a company registration certificate from the Brønnøysund Register Centre.

Foreign tenderers must submit documentation proving that the company is registered in a professional register, trade register, or professional register as prescribed in legislation in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: tenderers must have sufficient financial implementation ability that is in relation to the object and scope of the contract.

Documentation: Avinor will obtain information on the tenderers' finances via Experian. As long as the tenderer's accounts are public, it is not necessary to submit documentation for this point. If a tenderer's accounts are not publicly available, the annual report for the last 3 years must be submitted, including the auditor's report.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable. The contracting authority will make an overall assessment of the tenderer's economic and financial standing, seen in relation to the contract's subject and scope.

Teknisk og faglig kapasitet:

Requirement: tenderers are required to have a well-functioning quality assurance system. The quality system must be related to the services that will be provided in the contract.

Documentation: a certificate or another description must be attached that verifies that the quality assurance system requirements are met. If the company does not have certification, its quality assurance system must be described in sufficient detail so that the contracting authority can assess the system.

Documentation: tenderers must be able to present references from the 3 most similar and relevant assignments in the last 3 years.

Tenderers must submit a list of relevant assignments with a description in accordance with the points below:

• a brief description of the assignment;

• date of execution;

• delivery scope in amount and/or hours;

• Name and telephone number of a reference person at the contracting authority.

• the contracting authority must have the right to contact the stated reference persons.

Requirement: tenderers must have sufficient capacity to provide the services in the scope described for the contest.

Documentation: a short and general description of the organisation must be given, including:

• competence related to the scope of the delivery;

• description of how the tenderer is organised for the implementation of this contract.
