— a new operational control system for water and sewage;
— changing the existing control system at Tverrlia Waterworks and making all processes fully automatic;
— changing the existing communication system at 30 outstations. Including water towers, sewage manholes, measuring manholes, filtering installations, and pressure increasing stations.
All processes at Tverrlia Waterworks will be fully automated, including adding marble and chlorine, which are currently not automatic. Engineering design services, delivery, assembly, commissioning, and training are included in the procurement.
Varighet: 12 måneder

Cancellation of the tender contest; Aukra municipality — Operational control, water and sewage We refer to the tender announced in DOFFIN/TED on 8 April 2021. Pursuant to section 25-4 of the Public Procurement Regulations, Aukra municipality has decided to cancel the tender contest for the procurement of operational control Water and Sewerage with immediate effect. The reason for the cancellation is that the tender contest was not in accordance with the public procurement regulations. This means that the municipality is obliged to cancel the tender contest. The Complaints Board for Public Procurement (Norwegian: KOFA) has in the case 2020/116 premise 21 and the case 2020/364 premise 29, stated the following: ‘A contracting authority is obliged to cancel a contest if an error has been made, if the error cannot be corrected in another way than cancelling the contest, and the error has influenced who has participated, or has been significant for the outcome of the contest’. In addition, in the Fosen line section 88, the Supreme Court stated that the contracting authority is in a situation where it is uncertain if there is an obligation to cancel, one has the right to cancel, also a justifiable basis where there is a real legal uncertainty, on a point that is not of a trivial nature, whether a mistake has been made that requires cancellation. The mistake that has been made is that the call for tenders and the tender documents contain conflicting information about the procurement procedure and the right to submit alternative tenders. This is a mistake that cannot be corrected without cancelling the tender contest. The municipality considers the mistakes may have an impact on the participant's interest and the outcome of the tender contest. The requirement for a justifiable basis is met. The duty to justify, cf. PPR § 25-4 (2), is hereby considered met. Aukra municipality will at a later date call for a new contest for the same procurement. Previously given information in already completed inspections at Aukra municipal waterworks Tverrlia can be reused in the pending call for tenders.
