Assistance for the Personal Protection Commission's secretariat

The Personal Protection Commission was established by royal decree on 23 June 2020. The commission must submit its report to the Ministry of Local Government and Modernisation in the form of a NOU by 1 September 2022 at the latest. The commission is supported by a secretariat. Procurement of a manager for the Personal Protection Commission's secretariat. The assignment will generally consist of ensuring the organisation and progress of the commission's work and the preparation of the commission's report in accordance with the commission's wishes. The assignment will apply from when the contract is signed until 1 September 2022, with an option to extend if the commission's work is delayed. The assignment requires a 100% position. There will be some overtime and evening work.
The estimated value of the contract is from NOK 2 million excluding VAT to NOK 4 million excluding VAT. The estimated value is not binding for the contracting authority.

The assistance is to be provided continually until 1 September 2022, with an option for an extension until 1 November 2022 if unforeseen conditions mean that the commission is granted a postponed submission date.

Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than six months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. Teknisk og faglig kapasitet:
Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: A description of the tenderer's up to two most relevant assignments in the last three years, together with information on the contracts' value, date of delivery or execution, and the name of the recipient.
Relevant assignments mean experience as a project manager from the public sector.
Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
