OsloMet requests tenders for the following services: Assistance, consultancy and process supportfor general security and stand-by work. This includes the following: 1. Implementation of various types of ROS analyses, e.g., security ROS. 2. Preventive security work within different areas. 3. Reviews and further development of established stand-by plans and carrying out exercises in accordance with the exercise plan. 4. Raising competence within staff methodology, communication tools, and crisis communication. 5. Advice on security and stand-by organisation in an organisation development perspective.

In order to have their tender evaluated, tenderers must fill in the electronic self-declaration form (ESPD) in the supplier portal, stating that they fulfil all of the qualification requirements mentioned in the tender documentation. If a tenderer is relying on other sub-suppliers as collaboration partner in order to comply with the tenderer's contractual obligations, the collaboration partner must also complete the electronic self-declaration form (ESPD). The tenderer/tenderers who are chosen before the notification letter is sent out must document fulfilment of the qualification requirements in accordance with the stated documentation requirements. All tenderers must ensure that they have the documentation available and must be prepared to present it at short notice at any time in the competition. Missing documentation, vagueness or missing information can lead to a tender being rejected, cf. the PPR section 24-2.

Qualification requirement #1: Tenderers must be legally established companies.
Documentation requirement #1: Norwegian tenderers: Company Registration Certificate. Foreign Tenderers: Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Qualification requirement #2: Tenderers must have complied with their obligations related to tax and payroll tax.
Documentation requirement #2: - A certificate from the tax collector (RF-1316). The certificate must not be more than 6 months old, calculated from the tender deadline. Any arrears and other notes must be explained. Foreign companies must submit equivalent certificates demonstrating that they have their tax a duty payments in order.

Qualification requirement #1: Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement #1: A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service. The credit rating must not be older than six months calculated from the tender deadline. The result available in the documentation must be given as a graded value (letters or numbers) on a defined scale. Newly started companies which are unable to provide a relevant credit appraisal and/or the annual accounts, can present alternative documentation. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable.

Qualification requirement #1: Tenderers must have good implementation ability demonstrating that the tenderer can fulfil the contract.
Documentation requirement #1: A brief, general description of the business, including:
An account of the company’s business concept and core competence related to the scope of the delivery. An overview of the company’s history, organisation and ownership, as well as a description of the current business. A description of how the tenderer is organised for the execution of this contract, including a list of personnel the tenderer has at disposal for fulfilment of the contract area requested. Tenderers can choose to rely on other companies’ capacity to fulfil the technical and professional qualification requirements or to strengthen their technical and professional qualifications. Tenderers must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by, for example presenting a declaration of commitment (use annex 2 Commitment Statement in the tender documentation), guarantee, co-operation agreement or similar. This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a collaborating partner etc.

Qualification requirement #3: Tenderers must have an environmental management system that describes how the company carries out and continually limits its impact on the environment.
Documentation requirement: #3: A description of the tenderer's environmental measures / environmental management system. Attachments or certification from a relevant and recognised third party can alternatively be submitted.
