Milling and laying surfaces on Europe and national roads in Trøndelag North. The contract comprises work on national roads in Stjørdal and Meråker Municipalities.

An overview of the stretches is in the report 'Amount Summary and List of Stretches' from PMS.

The contractor is responsible for familiarising himself with the stretches in the contract before the start-up.

The contract includes a total of approx. 3 400 m

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company or a group of of tenderers that must be a legally established company.

The requirement also applies to business that the tenderer relies on.

Compliance with the requirement must be documented by:

1) A certificate issued by the Business Register or an equivalent certificate for statutory registration in the country where the contractor or group of contractors that together is the tenderer. C.f. point 4.2 is established. This also applies to all sub-contractors.

C.f. point 4.1.

2) Completion of the table given in chapter E2, point 3.1. possibly point 3.4.

Økonomisk og finansiell stilling:

1) The tenderer’s annual financial statements, annual report and auditor’s report for the last 3 years and newer information (quarterly accounts) of significance to the tenderer’s fiscal figures;

2) A short account of information on the financial standing or losses that is not documented other places, and which must be documented in accordance with Norwegian and/or international accounting standards;

3) an overview of any newly implemented, ongoing or impending tax or public reviews of the tenderer’s company;

4) an overview of any significant incidents that have occurred after the submission of the last revised annual accounts.

If the tenderer has justifiable cause to not present the documentation requested by the contracting authority, the tenderer can document their economic and financial capacity by presenting any other document of relevance to the company’s fiscal figures/economy and that the contracting authority considers suitable. The tenderer shall substantiate why he cannot present the documentation required by the contracting authority.

Minste nivå(er) av standarder:

1) Tenderers must have adequate economic and financial capacity to fulfil the contract;

2) Tenderers must have positive equity.

Teknisk og faglig kapasitet:

A list of up to 5 and no less than 3 contracts that the tenderer has carried out or carries out during the last 5 years calculated from the tender deadline. The list shall cf.

The form in chapter E, contain the following for each of the contracts:

• name of the recipient (contracting authority);

• description of what the contract works, including the relevance in relation to the qualification requirement;

• which works were carried out by the tenderer, and what works were executed by sub-contractors (contract facilitators);

• the date of the assignment;

• the value of the contract;

• reference person/contact person at the contracting authority with contact data (telephone number and email address), and indication of their role at the contracting authority during the contract period. The contractor is responsible for the reference person being available to provide a reference.

1) Description of the tenderer's system for SHA;

2) Special measures around Covid-19 must be highlighted;

3) Table of contents for the system;

4) Documentation of audits for recent years, with confirmation from the person/persons who have carried out the audits.

(a) overview of the H1 value for the company and central contract workers in the last 3 years;

(b) If the H1 value is higher than 15, an account must be given for the development tendency of the H1 value and possibly the F value, which will state the seriousness of any high H1

value. Furthermore, there must be a statement submitted with the tender on whether improvement measures have been implemented, and if so, documentation on their effect.

Minste nivå(er) av standarder:

Tenderers must have sufficient experience of a relevant nature and complexity for

Equivalent works.

The Norwegian Public Roads Administration and other builders' experiences with the tenderer will be assessed.

Tenderers are required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.

Conditions that will be evaluated are connected to i.a.:

• documentation of completed quality;

• fulfilment of contracts;

• compliance with provisions and procedures for HSE;

• compliance with provisions for wages and working conditions;

• observance of deadlines;

• follow up during the warranty/claims period;

• use of apprentices.

Tenderers must have a system that shows they work pro actively to safeguard safety, health and the working environment (SHA), including Covid-19, with relevance for equivalent works included in this contest. The system must be subject to regular reviews.

The tenderer and central contract assistants should have an average H1 value lower than 15 lower than 15 for the previous 3 years.

If the H1 value is higher than 15, an account must be given of the development tendency of the H1 value and possibly the F value, which will state the seriousness of any high H1 value.

If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.

The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 10 raised to 6.
