The procurement is covered by the Public Procurement Act, dated 17 June 2016 No 73 (LOA) and the Public Procurement Regulations from 12 August 2016, No 974 (FOA) with any later amendments. Parts I and IV of the public procurement regulations apply for this procurement.

This procurement follows the procedures for procurements in accordance with the regulations´ part IV. The contracting authority reserves the right to clarify and negotiate with the tenderers to the degree that the contracting authority finds it appropriate.

For this procurement, the Kongsvinger region includes parts of Kongsvinger, Eidskog, Sør-Odal, Nord- Odal, Grue and Åsnes.
Service location requirement, Kongsvinger.
Use of the measure, and thereby the value of the framework agreement, will depend on multiple factors that can change, among other things, user need, allocation of necessary funds, prioritisation in the counties and framework conditions etc. The NAV county is free to control the use of initiatives based on requirements and available financial frames for each of the different counties. The Corona situation and the rapid changes both in the labour market and in infection control measures make the use of the measure particularly uncertain.

The anticipated need is 7-9 parallel individual places at any given time.
The maximum value of the procurement is anticipated to be NOK 3 250 000.
Note that this is only an estimate, and is not representing any obligations for NAV. NAV cannot guarantee full use of the places. Based on the above uncertainty factors the value is very uncertain. NAV will nevertheless strive to ensure supplier predictability related to the use of the number of places.
