The contest concerns delivery of an app to be used in the project CyberSMART. The app will support training in digital security skills for children/youth in primary schools, lower secondary schools and sixth form colleges.
The app must be attractive and helpful to use for the students and teachers. The app must be attractive to use also outside of school hours and school work. The app must be able to be developed with new content of multiple years and it must be possible to add new functions over time. The app should be developed by an environment with significant competence in attractive apps for children/youth. The tenderer must also be able to be used for ongoing updating.
The app must have a technically open solution that facilitates modular contributions from other collaborating parties for NTNU CCIS being added under way.

The app must have a technically open solution that facilitates modular contributions from other collaborating parties for NTNU CCIS being added under way.

The procurement is estimated to be over the EEA threshold value. The estimate is non binding for the contracting authority and in the contract period will depend on, among other things, the contracting authority's need, activities, budget situation and other framework factors.

The contracting authority has allocated time for negotiations on 25 November 2021. Tenderers are asked to save the date.

Lots/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered splitting the contract in accordance with the Public Procurement Regulations §19-4, but has decided that this is not suitable.

Tax and VAT certificates

Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).

Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507,previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations, section 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, attach the certificate voluntarily if you want.

Other economic and financial requirements: Economic and financial standing

Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).

Documentation: The contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

Any need for support from other companies in order to fulfil this qualification requirement. If the tenderer is dependent on other companies in order to fulfil this qualification requirement, the required documentation for this must be presented. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.

Teknisk og faglig kapasitet:

There are requirements regarding the tenderer's technical and professional qualifications.

The tenderer must have good experience from comparable assignments/deliveries in the target group of students and teachers in primary schools, lower secondary schools and sixth form colleges (ESPD: Part IV B.58-4).

Documentation requirement: Description of up to three of the tenderer's most relevant assignments during the last five years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the service provider's responsibility to document relevance through the description. The tenderer can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.

Any need for support from other companies in order to fulfil this qualification requirement. If the tenderer is dependent on other companies in order to fulfil this qualification requirement, a commitment statement stating that the tenderer can use the required resources must be attached.

Justification for cancellation The Contracting Authority has carried out the tender opening for this competition. At the date of opening of tenders, only one tender was received. The contracting authority conducted negotiations with the sole provider but has discovered that the tender does not cover the contracting authority's need for security in the development of the app due to changed needs related to the assignment having to be carried out by personnel who can be assumed to be security cleared. This results in the invitation to tender being cancelled as the contracting authority has not received a tender that covers the contracting authority's needs. There is, thus, a justifiable reason for a cancellation. The contracting authority has therefore decided to cancel the invitation to tender, cf. the PPR's §25-4. Otherwise, the competition is cancelled as there is no basis for comparison of the given price or other elements in the tender. Thank you for your interest.
