ANPR — Barrier-free Payment System

Kristiansand kommune

Kristiansand Municipality, c/o the Parking Unit, would like tenders for a new barrier-free payment system for up to 3 parking garages in the centre of Kristiansand.
Each of the payment systems in the three parking garages is to be seen as a sub-assignment. Due to some uncertainty around the financing, the contracting authority reserves the right to carry out only one or two of the sub-assignments if the financing only permits this. The contracting authority will then choose which sub-assignment/s will be carried out.
Emphasis will be put on tenderers' descriptions of technical systems for all of the sites that fulfil the different functions that are required at the different sites.
Kristiansand Municipality will choose a tenderer on the basis of the award criteria and the price for all of the 3 parking garages, see the price sheet.

In addition, tenders are wanted for an equivalent system as an option for all car parking areas by Sørlandet Hospital in Kristiansand. The hospital area can require a system that involves an ANPR system in some large outside parking areas, as well as a parking garage.

The requirements specification will be the tenderer's declaration that the offered delivery fulfils the contracting authority's requirements. Most points can be answered as a self-declaration from the tenderer's side. Where documentation or a description is required, it will be sufficient in most cases for the tender that the tenderer commits to giving Kristiansand Municipality the required description or documentation after the contract has been signed.

The tender must be a cloud based server system where server systems, programming, and updates will be made by the tenderer. A user friendly system is required, with a good and cost efficient operational system for the owner.
Tenders must include training, delivery, and maintenance of all equipment and software that is required for the site to function in accordance with the regulations. Physical participation will be required by the tenderer at each parking garage, right up until hand over and normal operation is established.

The parking system must meet the regulations on conditional parking for the general public and enforcement of private parking regulations (the Parking Regulations).

We would like selected tenders to give us a demonstration of their equipment and system as part of the evaluation. This can be done via Teams.
Attention is drawn to the fact that enquiries will not be answered in July so that both the contracting authority and tenderers can have a holiday.
