AN8105 — FMV Vest (FMV West) Joint Infrastructure Engineering Design Group

Fredrikstad Kommune

The contracting authority hereby extends an invitation to participate in a contest for entry into a contract (based on NS8402) concerning the purchase of consultancy services/engineering design of joint infrastructure for the area FMV Vest at Kråkerøy in Fredrikstad.
FMV Vest is a large transformation area at Kråkerøy in Fredrikstad whether there will be development for a long time to come. FMV Vest will be an extension of Fredrikstad town centre with residences, businesses, parks etc.
Private developers will be responsible for large parts of the development, but Fredrikstad Municipality will be the builder on part of the joint infrastructure in the area.
It will be designed to a pre-project level with associated cost calculations of contract costs. In the case of budget resolutions and investment decisions, and with a well-functioning collaboration the contracting authority can choose to take the selected tenderer further to detailed and to assistance in the execution phase.

In the case of budget resolutions and investment decisions, and with a well-functioning collaboration the contracting authority can choose to take the selected tenderer further to detailed and to assistance in the execution phase.

The engineering design will include the infrastructure and the areas where the municipality is the builder:

Parkgata East:

Parkgata East will be approx. 300 metres long and 35-40 metres wide, and have foot and cycle paths, roads, green structures and will be an infrastructural hub for large parts of FMV (Water and Sewage, surface water, road lighting, district heating, waste suction etc.).

Assessment of a technical culvert in Parkgata East is under review.

See chapter 2.2 in Appendix 1.7 Design guidelines for public rooms for placement of the street.

Central for waste suction and associated main pipe section.

Placement and the municipality's contribution are under review.

Fredrikstad Municipality's builder responsibility has not be fully clarified, and other areas and installation can join the project scope (parks, ferry quays, district heating plant and other infrastructure that naturally falls to FMV West.

Supplementary disciplines may be in addition to those listed in Appendix 1.1 Price Form.

Even if the engineering design group will focus on the areas where Fredrikstad Municipality is the builder, there will be a need to see the connection for the entire FMV west in order to safeguard the development area as a whole.

Three guides have been prepared that will be leading for the engineering design:

— Appendix 1.7 Design guides for public rooms;

— Appendix 1.8 Mobility guides;

— Appendix 1.9 Technical infrastructure guides.

The tenderer must offer an engineering design group based on the disciplines in Appendix 1.1 Price Form.

A project manager must be offered for the engineering design group, who will be the contact point for the municipality. The engineering design manager must at all times have an overview of the different disciplines offered and the status of these.

It will also be relevant for the project manager to participate in internal meetings at Fredrikstad Municipality, as well as meetings with external developers as that will be close dialogue with the developer throughout the entire process for the planning of the area.

The consultant must i.a. implement the following:

1) Contribute to concept development;

2) Engineering design of technical solution up to a pre-project level;

3) Environmental mapping of any action plans;

4) Assessment of ground conditions;

5) Drawings, reports and any models;

6) Cost estimating of the works;

7) Detailed engineering design;

8) Preparation of tender documentation, description, drawings and any models;

9) Assistance with applications for planning and building, hole the role of responsible applicant;

10) Contribute with duration of handover of project, including design support for construction management/project management in the execution phase (for e.g. Participation in building meetings and changes to drawings) Point 7 - 10 will be relevant if the project goes further to detailed design.

Start-up immediately upon award.
