Egnethet til å utøve yrkesvirksomheten:

Tenderer must have proper conditions regarding the payment of tax and value added tax. Documented by value tax certificate and company tax certificate not older than 6 months from the date of submission of tenders, issued by the competent authority confirming that the tenderer has fulfilled obligations regarding payment of taxes and VAT. Foreign providers must submit corresponding certificates from their countries documenting that the the tenderer has proper conditions regarding the payment of tax and value added tax. Any areas and other irregularities must be justified.

The tenderer must be a legally registered company. Documented by evidence of enrolment in the professional trade register, as required by national law in the country where the tenderer is established. For Norwegian suppliers, this will be a company registration certificate issued by Brønnøysundregistrene.

The tenderer must, by means of signed self-declaration, document that ILO Convention No 94 on pay and working conditions is complied with.

If the tenderer uses a subsupplier for exchange trading of electricity, the same certificates and the same other documentation as mentioned above must also be provided for the subsupplier.

Økonomisk og finansiell stilling:

The tenderers profitability and financial position will be considered when selecting supplier.

The awarding authority will obtain information from Bisnode Norge AS. Minimum requirements: Credit rating A ‘worthy of credit’ with subappraisal on economy equivalent to ‘satisfactory’ and solvency equivalent to ‘acceptable’. Any subsupplier the tenderer wants to use for exchange tradings of electricity must also fulfil the requirements. For newly established tenderer where credit rating is not attainable, minimum NOK 5 millions in invested equity will be required.

The above listed requirement will be withdrawn if the tender includes bank guarantee or guarantee from parent company which meets the specified requirement for credit rating. The guarantee must include all obligations given in the contract.

The tenderer shall not be bankrupt, demanded bankrupt, subject to insolvency proceedings, in liquidation or demanded forcibly dissolved. Documented by certificate issued by competent authority confirming that the supplier satisfies the requirement. The certificate must not be older than 6 months from the date of submission of tenders.

Teknisk og faglig kapasitet:

The tenderer must document implementation capacity. Documented with an overview of the most principal deliveries in the period 2017-2020 with information of turnover in NOK, delivery time and recipient.

To be qualified the overview must include minimum three physical deliveries to the same buyer in the period 2017-2020 — a total of three deliveries for the 4 years (either these three deliveries have been carried out in the same delivery year or during the 4-year period), each of which has added an annual turnover of minimum NOK 2.5 millions ex. VAT.

A group of customers is not considered to be the same buyer in this context.

Competence and a system are required that ensure that the delivery can be performed with low environmental loads. Documentation of environmental impact: description of the company's routines and system to ensure a low environmental impact when performing the delivery. If the tenderer is environmentally certified in accordance with ISO 14001: 2004 or newer version, EMAS, Eco-Lighthouse, or equivalent third party verified system, such a certificate is accepted as documentation of fulfilment of the qualification requirement.

The tenderer must have concession for delivery of electric power.
