The main element of the contract is a single delivery of two forwarders. However, the total contract period is 5 years as there are also requirement concerning the associated service contract for a period of 5 years or up to 7 500 operational hours.

There is a need actively run Oslo municipality's areas in accordance with the multiple-management plan's goals and guidelines. There is particularly great need for first, and to some degree, second thinning of both spruce and pine, and there is a need that this occurs in a sustainable and careful manner in relation to the public impact and risk of track damage in the terrain.

In 2019 the Agency for Urban Environment carried out the procurement of a logging machine in-line with the needs description above and as the first part of acquiring a modern operating unit for forest care of the Oslo Municipality forest property. Thus, a John Deere 1070G logging machine was purchased that now functions in the forestry operation. The forwarder fleet needs to be renewed and then the needs below will be the focus:

Overall there is a need to be able to operate terrain transport in connection with forestry operation and nature care for as long as possible in order to achieve a sufficiently high level of care and felling quantity. This must be done in as environmentally friendly and efficient a manner as possible. In addition it can be announced that the Agency for Urban Environment manages a large forest property of very different topography and hydrology and on several sites there is up to 1.5 km distance to the forestry road.. Therefore there is a significant need for a machine type with good accessibility, low ground pressure and a certain capacity in relation to load ability, without fulfilment going beyond good ergonomics and working environment. There is also a need for a warranty and service contract for the machinery for a longer contract period after delivery. The contracts are necessary so that the Agency for Urban Environment gets machinery that can operate with minimal production disruption due to machinery faults or damage that can occur.

The forwarders must be factory new.

Qualification requirement: the supplier shall be a legally established enterprise.

Documentation requirement:

— Norwegian companies: company registration certificate;

— Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: the tenderer must be creditworthy. Where a tenderer relies on the capacity of another business to fulfil the requirements concerning economic and financial capacity, the contracting authority requires that the tenderers are jointly and severally liable for the execution of the contract.

Documentation requirement:

— credit appraisal/rating, not older than six months, and based on the last known fiscal figures. The contracting authority reserves the right to collect credit evaluations;

— if the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, (for example a newly started business), the tenderer can document their economic and financial capacity with any other document that the contracting authority deems suitable;

— any solidarity declaration must be enclosed with the tender.

Teknisk og faglig kapasitet:

Qualification requirement: the tenderer must have experience from comparable product deliveries.

Documentation requirement:

— an overview of up to three of the tenderer's comparable assignments carried out during the last 3 years. The overview must state the contracting authority, a description of the delivery, including the period the contract concerned.

Qualification requirement: the tenderer is required to have a functioning quality assurance system that ensures that the tenderer is suitable to fulfil the contractual obligations for social requirements (see point 10.2 of the contract). This means that the tenderer has methods for managing the supplier chain and tracking systems that enable follow-up of compliance with:

basic human rights, including, amongst other things:

— no person must be subjected to torture or gruesome, inhuman or degrading treatment or punishment (UN’s Universal Declaration of Human Rights art. 5);

— all workers have the right to fair and good payment that ensures them and their family a dignified existence, and if necessary, complemented by other social protection (UN’s Universal declaration of Human Rights art. 23.3);

— everyone has the right to rest and leisure time, including reasonable limiting of work hours and regular holidays with pay. (UN’s Universal Declaration of Human Rights art. 24) ILO's core conventions:

— ILO convention No 138 and 182 (ban on child labour), Nos 29 and 105 (ban on discrimination) and numbers 100 and 111 (ban on discrimination) and nos. 87 and 98 (freedom of association and right to collective bargaining).

International law regulations related to the delivery in this contract, including relevant UN decisions that Norway is subject to.

— a description of the the system for management of the supplier chain, that the tenderer will use to fulfil the contract. This includes quality assurance measures that enable systematic follow-up of the work on safeguarding basic human rights, the ILO's core conventions and the international law's regulations related to the delivery in this agreement, including relevant UN decisions that Norway is obliged to downstream in the supply chain/production process;

— a description of the tracking systems that the tenderer will use to fulfil the contract. The description must state methods and/or systems that enable tracking of the production locations and country of origin involved in the supplier chain for the goods in this contract.
