The Agency for Urban Environment is responsible for Oslo Municipality's 314 signalling installations on the municipal road network, including taking care of traffic safety and accessibility. In order to maintain operational reliability, there is a regular need to replace equipment in the various signalling installations, as well as install new control devices. The need is best taken care of through a framework agreement for the procurement of control devices in accordance with the requirements specification in the contest.

The control devices in the signalling system in Oslo will be replaced/established over a period of 4 years. Approximately 20-25 devices are anticipated per year, subject to grants. The main part of the annual delivery is expected in April - October in the contract period.

The contract includes the delivery, installation, programming and commissioning of the control devices as stated in annex 1 Requirements Specification, as well as the disassembly and removal of the old control devices to a prescribed place. Each individual delivery will be specified in each order from the contracting authority, with details on the delivery place and delivery date.

Description on maximum 3 A4 pages of the 3 most important deliveries in the last 5 years, cf. the public procurement regulations, section 16-6 (1), letter b. The description must include information on:
o Nature
o Value

o Recipient
• Tenderers must have sufficient capacity and competence to complete the assignment.
A description of the tenderer's technical personnel or technical units that the tenderer has available for fulfilment of the contract, cf. the public procurement regulations, section 16-6 (1) letter c.
Tenderers must have a well-functioning quality assurance system for the products and services that will be provided.

• A description of the the system for management of the supplier chain, that the tenderer will use to fulfil the contract, cf. the public procurement regulations, section 16-6 (1) letter e. This includes quality assurance measures that enable systematic follow-up of the work on safeguarding basic human rights, the ILO's core conventions and the international law's regulations related to the delivery in this agreement, including relevant UN decisions that Norway is obliged to downstream in the supply chain / production process.
