The contracting authority is the Agency for Urban Environment. The Agency is the municipality’s professional body for, amongst other things, roads, road traffic and public transport on roads. The contracting authority is responsible for the municipal roads network, including the standardised county roads network. As the road administrator, the contracting authority is responsible for follow-up the requirements for measures against noise and air pollution from roads. Cf. the Pollution Control Act. The contracting authority is also responsible for long-term public transport planning, traffic and street plans, traffic safety measures and plans for practicable public transport traffic measures. An important part of this administrative responsibility is related to the procurement of services for the operation and maintenance of the road network in order to ensure good conditions for all road users. The aim of the procurement is to enter into a service contract for the renewal of the asphalt cover on roads, streets, pavements, and foot and cycle paths in order to take care of the infrastructure and previous investments, and to improve the standard of the road network.

Kort beskrivelse:
The procurement will cover the need for maintenance and asphalt resurfacing on the road network in Oslo that is managed by the contracting authority. The contract work includes resurfacing roads, streets, pavements, foot and cycle paths and selected car parks, as well as all necessary preliminary works related to this. A proposal is available in annex 5 of the roads that are to be resurfaced in the contract period. There will be annual changes to the proposed roads. An updated overview of proposed roads for the coming season will be sent before Christmas each year.

Laying red asphalt in cycle lanes/cycle boxes will be part of the contract work. The estimated amounts of red asphalt for 2022 are given in annex 5 Roads Proposal.

The contracting authority has a high focus on the implementation of cycle initiatives, which will be visible in the priorities in the order assignments are to be completed.
At the time of this notice, the budget for resurfacing the road network is approx. NOK 65 million for 2022.
The budget is approved by Oslo city council each year and it will vary from year to year. It can also be changed during the year. There can also be internal budget changes during the year, which can affect the annual scope both positively and negatively. The contracting authority will keep the tenderer informed of any changes.

The contracting authority has an option to extend the contract for up to 1 year on the same terms.

Egnethet til å utøve yrkesvirksomheten:
Documentation Requirements: Norwegian companies: Company Registration Certificate.
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Requirement: Tenderers must be a legally established company.
Økonomisk og finansiell stilling:
Documentation requirement: Credit evaluation/rating, not older than six months, based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution.
The contracting authority reserves the right to obtain a credit rating if needed.
Minste nivå(er) av standarder:
Tenderers must have sufficient financial capacity to carry out the assignment/contract.

Documentation requirement:
1. A description of the key personnel, particularly those who are responsible for the quality control, that the tenderer has at its disposal for fulfilment of the contract, with information on education and professional qualifications (CV).
2. An overview of the most important and relevant deliveries that the tenderer has carried out in the last five years, together with certificates for satisfactory execution of the most important work, as well as information on the contract value, dates for delivery or execution and the name of the recipient.

3. An account of the tenderer´s environmental control/environmental management system. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted. Reference is made here to EMAS, the joint scheme for environmental management and environmental audits.

4. A description of the routines and methods for execution, control and documentation of work out in the field, including the routines for checking asphalt prescriptions and matter and for approval of executed work. A description and submission of actual parts of the tenderer´s quality system, with a statement of when it was last updated. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted.

Minste nivå(er) av standarder:
1. Tenderers must have satisfactory capacity and competence to carry out the contract. The key person(s) must have good knowledge about the asphalting discipline.
2. Tenderers must have experience from equivalent assignments. Equivalent assignments mean the execution of services as described in annex 1 Requirements Specification in large urban areas with an equivalent amount of traffic and public transport on the road network.

Contest 55- BYM-2021 Asphalt resurfacing in Oslo must unfortunately be cancelled. Bymiljøetaten [the Agency of Urban Development] has received an order from the Department of Environment and Transport to cancel the contest for an asphalt contract. The order entails that changes that must be made in the environmental requirements in the contest are considered to be significant. Therefore there is an obligation to cancel the contest, cf. the procurement regulation § 25-4. We anticipate that a new contest for asphalt resurfacing in Oslo will be announced during the first half of 2022.
