Kongsvinger kommune

The contracting authority wants tender offers for 24-hour health and care services for people with mental disorders and or substance abuse problems, often combined with mental retardation or other behavioural problems. The services that will be procured are divided into the following categories:
— Category 1: 24 hour staffed low-threshold care services for drug addicts;
— Category 2: 24 hour health and care services for adults with mental illness, including dementia and/or substance abuse problems combined with mental disability or other behavioural problems;
— Category 3: 24 hour health and care services for children/youth with mental illness and/or mental disability or other behavioural problems. The procurement does not include the purchase of services related to BPA or other child protective services.
The framework agreement will be valid for 2 years calculated from the date the contract comes into force. The contracting authority has the unilateral right to extend the contract for an additional 3 years.

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to fulfil the requirement.
Tenderers must have experience from comparable assignments.
Tenderers must have sufficient ability and capacity to implement the contract obligations.
Requirement: The tenderer must have an internal control system that complies with the requirements in the regulations on management and quality improvement in the health and care service (FOR-2016-10-28-1250), regulations on systematic health, environment and safety work in enterprises (The internal control regulations) (FOR-1996-12-06-1127) and the requirements given in the contractual documents.
