The most important tasks shall be implemented in the period up to and including June 2021. After this date, assistance shall be arranged for the contracting authority in accordance with the requirements specification and price form.

In accordance with political or administrative decisions, the competition may be cancelled or altered. The contract can also be shortened on such a basis.

The call for tenders concerns preparation for taxation, inspection and assessment of residential and leisure properties, undeveloped residential properties, and housing in for the agricultural land in Holmestrand municipality, henceforth referred to as the contracting authority, where the property taxation is inaccessible from the tax authorities.

Assistance in obtaining values from the tax authorities and processing the taxation basis for residential properties where property taxation from the tax authorities are required.

Properties in the former Sande municipality without property taxation from the tax authorities, were appraised in 2015. The appraisals from 2015 shall be used in this contract and form the basis for new taxations. It may be relevant to compare these with appraised properties in the remaining municipality so that the values are calibrated/harmonized.

Basic tax-free allowance shall be introduced and works thereof must be expected.

The remaining municipality includes old Holmestrand, Hof and a number of properties from Re municipality.

The taxation basis for the former Sande municipality is included in the property tax program KOMTEK for NORKART, and is assumed to be imported into ISI Pro Aktiv by the system supplier prior to the commencement of this assignment.

Re-organising the cadastre in collaboration with the municipality will be a part of the assignment.

The number of properties for taxation is subject to some uncertainty.
