In accordance with NAV's assessment, there are special conditions in the agreement for the purchase of guide dogs and service dogs with associated services that justify a longer contract period than 4 years. NAV considers that a contract period of 6 years is necessary both for the sake of ensuring effective competition, including achieving the objective of the agreement, for the sake of the provider's investments, and for the sake of the users.
