The Institute of Marine Research intends to procure ship yard services for docking and carrying out stated maintenance, repair, and improvement work in the period 20 November 2022 to 7 January 2023.

The procurement is for ship yard services for docking 'Kronprins Haakon' and carrying out repair, maintenance, and improvement work on the vessel in the period from 20 November 2022 to 7 January 2023, as detailed below and in the attached tender documentation and annexes:

During the ship yard stay, work will be carried out, amongst other things, that is related to the 5 year classification of the vessel, see the tender documentation, point 2.3.

After the guarantee period has expired for 'Kronprins Haakon', there is a need to carry out simple remaining improvement work on board the vessel, as detailed in the tender documentation, point 2.3 and the accompanying ship yard specifications.

In addition there are a number of other repair and maintenance jobs that we would like to carry out during the ship yard stay, which are detailed in the tender documentation, point 2.3 and in the attached ship yard specifications.

Furthermore, the hangar gates in the main hanger on board 'Kronprins Haakon' are to be replaced. Two (2) hangar gates are installed in the main hanger - one (1) hanger gate on the starboard side of the ship and one (1) hangar gate at the stern towards the working deck. The existing hangar gates are rolling gates. After the vessel was put into ordinary operations in 2018, it has become apparent that the installed hanger gates do not tolerate seawater, or more specifically, waves that wash over the deck in bad weather ('green sea'). A need has thus arisen to replace the existing hangar gates on board with new and more robust hangar gates, as detailed in the tender documentation, point 2.3 and the accompanying requirements and ship yard specifications.

Finally, an option has been included for sandblasting and painting three (3) fresh water tanks on board 'Kronprins Haakon'. An attempt has previously been made to improve these fhese fresh water tanks due to rust formation and a general rough/uneven finish on the paint in the upper part of the tanks. After the attempt to improve patches, rust has occurred and the paint has become flaky, so the painting system loosens from the steel. An option is this included in this procurement for sandblasting and applying a new painting system in the fresh water tank 162 starboard/port and tank 12 centre, as detailed in the tender documentation, point 2.3 and the accompanying ship yard specification.

The procurement includes an option for sand blasting and painting three (3) fresh water tanks on board 'Kronprins Haakon' in accordance with the tender documentation, annex 35: Ship Yard Specifications, no. 32. This concerns tank no. 162 starboard/port and tank no. 12 centre, see the tender documentation, annex 36 Tank Plan. An attempt has previously been made to improve these fhese fresh water tanks due to rust formation and a general rough/uneven finish on the paint in the upper part of the tanks. After the attempt to improve patches, rust has occurred and the paint has become flaky, so the painting system loosens from the steel. The contract thus includes an option for sand blasting and applying a new painting system in fresh water tank 162 starboard/port and tank 12 centre.

Documentation requirement:

- As documentation of the tenderer's economic and financial capacity, a credit assessment or rating must be presented, not older than 3 months, based on the last known fiscal figures, which includes, amongst other things, information on the ownership arrangements and payment remarks. The credit assessment/rating must be carried out by a credit information company that has a licence for its activities (e.g. Dun & Bradstreet, Experian, Bisnode etc.). The credit rating must not be worse than A - credit worthy, or equivalent if a different form of assessment/rating is used (number rating).

- Tenderers must also present a liability insurance certificate as documentation of relevant liability insurance.

Economic and financial requirements: Tenderers are required to have sufficient economic and financial capacity to fulfil the contract, including fulfilment of the contractual obligations pursuant to the contract. Tenderers are required to be credit worthy without security and have relevant liability insurance to cover any liability that can occur during the execution of the contract.

- Tenderers must provide an overview of the most relevant deliveries of equivalent ship yard services, i.e., services for docking and carrying out various repairs, maintenance, and improvement work on vessels, which the tenderer has carried out in the last three (3) years, together with information on the contract value, delivery date or period of execution, and information on the recipient.

- Tenderers must describe the technical personnel and technical units that the tenderer has available for the contract, including personnel and/or units that are responsible for quality control.

- Tenderers must submit a description of technical facilities at the tenderer's disposal as well as the tenderer's quality assurance measures.

- Tenderers must present a description of the tenderer’s environmental management measures.

- A description must also be provided of the tools, material and technical equipment that the tenderer has at its disposal for fulfilment of the contract.

Technical and professional requirements: Tenderers must show they have good skills and experience, as well as sufficient human and technical resources to carry out this type of contract, i.e., ship yard services for docking and carrying out various repairs, maintenance, and improvement work on vessels (ships). Tenderers are required to have good technical and professional qualifications in order fulfil the contract.
