A minimum of 5 and a maximum of 8 participants will be chosen amongst the participants that are qualified and assessed as regards the selection criteria. These will be invited to submit a tender (in stage two), provided that there is a sufficient number of suitable registered participants.

The prequalification consists of fulfilling the qualification requirements and responding to the selection criteria under the tab 'Requirements'.
The tender documentation for stage 2 is attached for information. This is only to be answered by those who are qualified to participate in the contest.

Tax
Requirement: tenderers are required to have their tax and VAT payments in order.
Documentation: a tax certificate (not older than 6 months from the deadline for receipt of tenders) which verifies that the requirements are fulfilled. Foreign companies must present a certificate issued by the competent authority in the tenderer's home country, certifying that the tenderer has fulfilled its obligations regarding fees in accordance with the laws of the country in which the tenderer is established.

Economic and financial capacity
Requirement: Sufficient financial solidity is required.
Documentation: Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The credit assessment shall be a so-called rating (containing a credit rating, part judgement and historical rating) and it shall be carried out by a publicly certified credit institution (e.g.: Dun and Bradstreet, Creditinform, Soliditet or equivalent institutions). If a tenderer has any valid reasons for not being able to provide the documentation requested by the Vinmonopolet, the tenderer may prove his financial position with any other document that is acceptable to the contracting authority. If a tenderer has such valid reasons, he must contact Vinmonopolet via the communication module in Mercell for clarification of what other documentation is acceptable.

Teknisk og faglig kapasitet:
Organisation.
Requirement: manufacturers of the offered products are required to be either SA8000 certified, and/or amfori (BSCI) revised.
Documented by: valid certification or a valid certified audit report. This documentation must be available on the date the tender is submitted.
The Amfori BSCI audit result must be A to C with a documented action plan after the audit. Vinmonopolet has access to the amfori BSCI system and therefore needs DBID (the ID number) to read the reports on the platform.
Quality management system.
Requirement: manufacturers are required to be ISO 9001 certified, or equivalent. Documented by: Valid certification. This documentation must be available on the date the tender is submitted.
Environmental management system.
Requirement: manufacturers of the offered products are required to be ISO 1400, EMAS certified, or equivalent.
Documented by: Valid certification. This documentation must be available on the date the tender is submitted.
Sub-suppliers
Requirement: tenderers can, if they so wish, use sub-suppliers for parts of the tender, but the tenderer must be responsible for them and must be the main supplier for the offered solution. Tenderers must state which sub-suppliers they will use and submit an ESPD form for them.

Selection criteria.
Criteria for the selection of qualified tenderers who will be invited to submit tenders. The assessment and selection are made by an internal group appointed by Vinmonopolet.
Experience with equivalent deliveries.
Applicants are asked to describe and document a minimum of three relevant deliveries. The description must include information on the delivery's value, date, and contracting authority. Vinmonopolet reserves the right to contact the listed references.

Implementation ability
Applicants must describe their organisation. Points can be, for example:
Quality and capacity of personnel and units as regards Vinmonopolet's needs.
Follow-up of deliveries/suppliers/sub-suppliers.
The assessment will be based on how this type of delivery is handled, and on the follow-up of this contract in the contract period.
Environmental policy as regards packaging for products.
Applicants must describe the packaging per product (D-pack, F-pack). Zero packaging solutions will also be included in the assessment (bioplastic, fibre based).
The assessment will be based on the tenderer's optimisation of packaging and choice of material seen from an environmental perspective. Possible environmental adaptations can be, for example, optimised D-packs, zero packaging F-pack solution, fibre based, or another type of renewable F-pack packaging, etc.
