The purpose of the framework agreement is to cover the contracting authority's need for targets and labels in a qualitative and cost efficient manner. The contract must be suitable for also giving the Norwegian Defence access to targets in a stand-by situation and for exercises. Another important focus area for the framework agreement is to reduce the environmental footprint by reducing the number of small orders. Even though there can be sudden need for targets, the focus under this framework agreement is to think long term and order larger volumes at a time.
The framework agreement will ensure good cooperation with a loyal partner with good knowledge and experience, who is continually able to comply with the purpose of the framework agreement.

Estimert totalverdi: 10 000 000 NOK 💰
Kort beskrivelse:
The signed framework agreement will have an estimated value of NOK 7-10 million excluding VAT, including options for an extension. The framework agreement has a maximum value of approx. NOK 10 million excluding VAT.
The estimate is based on previous figures and anticipated future use according to the contracting authority's best judgement. Historical figures are only be seen as a guiding estimate.
Changes in need can depend on general events and decisions that the contracting authority does not currently have sufficient knowledge of to use in the estimate. These can typically be:
Government decisions
Exercises
International cooperation
Crises, war, and peace
Internal changes and development, strategic and operational decisions, or other conditions.
The estimate is not binding for any call-offs or procurements under the framework agreement. The concrete call-offs are dependent on the users changing need during the framework agreement period. These may vary in particular depending on completed exercises, placements etc. in the contract period.

Qualification requirement: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established. Documentation requirement: Norwegian tenderers: - Company Registration Certificate. Foreign tenderers: - Verification that the tenderer is registered in a company register or trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:
Qualification requirement: Tenderers must have sufficient economic and financial capacity to carry out the delivery. The contracting authority will, amongst other things, assess key figures such as the operating margin, degree of liquidity and equity ratio. Documentation requirement: Credit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than three months. If required, the contracting authority can request the tenderer's annual accounts (including notes with the board and auditor's reports) from the last 2 years. If the Annual Financial Statements for the previous year are not finished before the tender deadline for this contest expires, the preliminary Annual Financial Statements for the previous year must also be enclosed.

Teknisk og faglig kapasitet:
Qualification requirement: Tenderers must have experience from similar deliveries as regards, amongst other things, size (contract value) and scope (product assortment and number of delivery places). Documentation requirement: An overview of the tenderer´s 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than three years ago can also be taken into consideration. The overview must include a statement of: - A short description of the delivery (product spectrums and geographical extent) - The assignment's value (given in annual value) - Date - Recipient (name, telephone number and email address). It is the tenderer's responsibility to document relevance through the description. Qualification requirement: Tenderers must have a good and well-functioning quality assurance system. This means that the tenderer must have procedures to ensure that all laws and regulations covering the part of the company that will work with this contract are upheld. Documentation Requirement: A description of the tenderer´s quality assurance methods. If a tenderer is certified in accordance with ISO 9001, 2015 or equivalent standards, it is sufficient to present a copy of a valid certificate. Qualification requirement: Tenderers must have an environmental management system that, as a minimum, consists of the following elements: - A general environment policy for the company - A system for monitoring and checking the most important characteristics of the company´s operations that can have a significant impact on the environment. Documentation requirement: A description of the environmental management system/system that is implemented in the company. If a tenderer is certified in accordance with ISO 14001:2015 or equivalent standards, it is sufficient to present a copy of a valid certificate.
