2021016577 — Purchase of Multi-hop IP Networking with Legacy UHF Radios: Mobile Ad-hoc Relay Line of Sight Networking (MARLIN-systems) — Pre-qualification

The aim of the procurement is to implement MARLIN equipment in accordance with NATO C4IS concepts in order to establish an autonomous, redundant, and robust tactical network.
The contract is for the procurement of up to 53 units of STANAG 4691/AComP-4691-compatible MARLIN-systems that will be implemented in the military network in Norway. The units will be used at sea on various vessel classes in the Norwegian navy.
The procurement period is expected to be Q3 2021 to Q4 2022, of 10-20 units at a time. The first part of the planned procurement will be by Q4 2021.
The estimate and schedule are not binding for the contracting authority.
The procurement also includes a maintenance agreement (Follow-On Technical Support agreement (FOTS-agreement)) for the technical life time of the entire system. The FOTS-agreement will cover service replacement purchases within the scope of the procurement.

Egnethet til å utøve yrkesvirksomheten:

Requirement: the contractor must document that it properly fulfils its obligations regarding the payment of tax and VAT.

Documentation requirements: tax certificate which is not older than 6 months calculated from the application deadline.

Tax certificate means:

For Norwegian contractors: certificate issued by a tax collector or the Norwegian Tax Administration regarding: value added tax tax payroll tax

For foreign contractors: foreign contractors must submit corresponding certificates from their countries, documenting proper fulfilment of their obligations regarding the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the contractor must submit a declaration which confirms that all taxes and duties are paid. The declaration must be approved and signed by the contractor's CFO/financial manager.

Requirement: the contractor must be registered in the central coordinating register of legal entities or the chamber of commerce in the state where the contractor is established. Documentation requirement: Norwegian contractors: certificate of registration foreign contractors: confirmation that the contractor is registered in the central coordinating register of legal entities or a chamber of commerce in the state where the contractor is established.

Økonomisk og finansiell stilling:

Requirement: the contractor must have sufficient economic and financial capacity to complete the delivery, including satisfactory operating margin, liquidity ratio and equity share. Documentation requirement: the contractor's financial statements (including notes with director's report and auditor's statement) from the past 3 years. If the financial statements for the previous year are not completed upon expiry of this tender, the preliminary financial statements for the previous year shall also be enclosed.

Teknisk og faglig kapasitet:

Requirement: the contractor must have good experience from similar deliveries similar deliveries is to be understood as deliveries of STANAG 4691 compliant systems to NATO member countries.

Documentation requirement: overview of the contractor's 3 most relevant assignments during the past 3 years. In order to ensure sufficient competition, documentation for deliveries performed by the contractor more than 3 years ago may also be taken into consideration.

The overview must include a specification of: the value of the assignment, time, recipient (name, telephone and e-mail). Brief description of the delivery. It is the contractor's responsibility to document relevance through the description.

Requirement: the contractor shall have the sufficient expertise to execute the delivery. The contractor must have personnel with significant technical experience and competence in STANAG 4691 systems and configuration, including technical experience for implementation at sea, preferably in the northern hemosphere.

Documentation requirement: description of education and experience of the personnel available to the contractor to execute the contract. The contractors must give a description of the personnel's technical experience and competence in STANAG 4691, and technical experience for implementation at sea. CVs are not requested in this connection.

Requirement: the contractor must have a good and efficient quality assurance system.

Documentation requirement: description of the contractor's quality assurance methods. If the contractor is certified pursuant to ISO 9001 or equivalent standards, it is sufficient to submit a copy of a valid certificate.

Requirement: the contractor must have a good environmental management system.

Documentation requirement: description of environmental management measures that are implemented in the business. If the contractor is certified pursuant to ISO 14001 or equivalent standards, it is sufficient to submit a copy of a valid certificate.
