The aim of the procurement is to implement MARLIN equipment in accordance with NATO C4IS concepts in order to establish an autonomous, redundant, and robust tactical network.
The procurement concerns purchase of 20 to 53 units of STANAG 4691/AComP-4691-compatible MARLIN-systems that will be implemented in the military network in Norway.
The units will be used at sea on various vessel classes in the Norwegian navy. The systems must be interoperable with other NATO countries’ implementation of STANAG 4691. This include interoperability with both ratified version and draft of STANAG 4691.
The procurement period is anticipated to be Q3 2022 to Q1 2023, of 5-20 units at a time. The deadline to document interoperability with STANAG 4691 can be set at a later date than the first delivery. Requirement concerning delivery date and deadline to document interoperability with STANAG 4691 will be in the tender documents.
The estimated number of units and the timeline for purchase is not binding on the contracting authority.
The procurement also includes a maintenance agreement (Follow-On Technical Support agreement (FOTS-agreement)) for the technical life time of the entire system. The FOTS-agreement will cover service replacement purchases within the scope of the procurement.
This is the second notice of the contest, after the first notice was cancelled.

Økonomisk og finansiell stilling:
REQUIREMENT: The contractor must have sufficient economic and financial capacity to complete the delivery, including satisfactory operating margin, liquidity ratio and equity share.
DOCUMENTATION REQUIREMENT: The contractor's financial statements (including notes with director's report and auditor's statement) from the past 3 years. If the financial statements for the previous year are not completed upon expiry of this tender, the preliminary financial statements for the previous year shall also be enclosed.

REQUIREMENT: The contractor must document that it properly fulfils its obligations regarding the payment of tax and VAT.
DOCUMENTATION REQUIREMENT: Tax certificate which is not older than 6 months calculated from the application deadline. Tax certificate means: For Norwegian contractors: · Certificate issued by a tax collector or the Norwegian Tax Administration regarding: o Value added tax o Tax o Payroll tax. For foreign contractors: Foreign contractors must submit corresponding certificates from their countries documenting proper fulfilment of their obligations regarding the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the contractor must submit a declaration which confirms that all taxes and duties are paid. Teknisk og faglig kapasitet:
REQUIREMENT: The contractor must have good experience from similar deliveries
DOCUMENTATION REQUIREMENT: Overview of up to 3 of the Candidate's most relevant
assignments during the past 3 years. In order to ensure sufficient competition, documentation for deliveries performed by the contractor more than 3 years ago may also
be taken into consideration. The overview must include a specification of:
- The value of the assignment
- Time
- Recipient (name, telephone and e-mail)
- Brief description of the delivery
It is the contractor's responsibility to document relevance through the description.
REQUIREMENT: The contractor shall have sufficient capacity to fulfil the contract.
DOCUMENTATION REQUIREMENT: A description of technical personnel or technical entities, in particular those that are responsible for the quality control, available to the contractor to fulfil the contract.
