The delivery area hull, machine, and fire includes the hire and assignment based procurements of maritime technical shipping engineering services in accordance with the specified requirement areas. Tenderers must have solid theoretical and practical competence, as well as delivery capacity within the discipline.

The tenderer will carry out studies and design work, write specifications, make calculations, carry out analyses, and technical follow-up of work on board within the delivery area. The work includes assignments connected to existing vessels, modifications, lifetime extensions, as well as new projects. The assignments will vary from minor studies and sub-deliveries for projects, to major multi-disciplinary deliveries (within specified requirement areas) where the tenderer has project management and delivery responsibility for the all of the work.

Military requirements for survival ability, shock, and signatures are particular for the hull and machine delivery area, when compared with civil vessels. Military requirements are regulated through separate military rules and standards for the vessels.

The description of the scope of work within the delivery area is not exhaustive.

The delivery area access engineering includes, amongst other things, carrying out third party inspections, and engineering design services, analyses, and calculations within the field access engineering and fall protection. The description is not exhaustive.

Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: the tenderer must be registered in a company register or a trade register in the state where the tenderer is established.

Documentation requirement:

Norwegian tenderers: Company Registration Certificate.

Foreign tenderers: verification that the tenderer is registered in a company register or trade register in the country where the tenderer is established.

Minste nivå(er) av standarder:

Qualification requirement: tenderers must have the required economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

Documentation requirement: credit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than 3 months.

Qualification requirement: tenderers must have good experience from similar assignments. Good experience means that tenderers have carried out equivalent deliveries of a comparable size and scope. Comparable deliveries means delivery of engineering services with the delivery areas stated in Annex 1 Requirements Specification for each sub-area. It is sufficient that the tenderer's deliveries combined document good experience from comparable deliveries.

Documentation requirement: tenderers must fill in Part I Annex 5 Reference Form with the tenderer's up to 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. All columns in Annex 5 must be answered, including:

— the name of the contracting authority/a description of the entity;

— name of the project/assignment and a brief description (year/duration, objective and other relevant factors);

— the assignment value in NOK;

— role (what assignments the tenderer's personnel had in the delivery);

— contract information for the recipient (name, telephone number and email address).

It is the tenderer's responsibility to document relevance through the description. The contracting authority reserves the right to contact the references. The delivery recipients listed in Appendix 5 must pre-orientate about such possible contracts.

Qualification requirement: tenderers must have sufficient capacity to carry out the delivery. Sufficient capacity means the tenderer's access to the requested resource levels stated in Annex 5 for each delivery area. Tenderers can select to offer resources with higher competence and experience than required for the individual resource level.

Documentation requirement: tenderers must present a completed Annex 1a Resource Matrix about personnel that the tenderer has at their disposal to implement the delivery. There are different requirements for the number of resources for each delivery area, and these are as follows:

— Hull, machine and fire: minimum 15;

— Fire and breakdown: minimum 2;

— electro and automation: minimum 8, of which 5 within electro and 3 within automation: access engineering 2.

Qualification requirement: tenderers must have sufficient competence to carry out the delivery. Competence meaning knowledge and proficiency (including formal and real competence). Sufficient competence means that the tenderer demonstrates that combined he can offer resources that cover all of the competence requirements listed in Annex 1, Requirement Specification.

Documentation requirement: tenderers must deliver a completed Annex 1b CV for offered personnel with a description of education and professional qualifications of the personnel that the tenderer has at their disposal for the implementation of the delivery. One CV must be submitted per resource listed in Annex 1a, Resource Matrix. CVs must be a maximum of two (2) A4 pages. The format of the CV set-up must not be changed. Guidance text can be removed to save space, but heading must not be removed. It is the tenderer's responsibility to document fulfilment through submitted documentation.

Qualification requirement: tenderers must have a good environmental management system.

Documentation requirement: tenderers must submit a short description of the environmental management measures that have been implemented in the company. The description must be a maximum of one A4 page with font size 11. If a tenderer is certified in accordance with ISO 14001, Eco-lighthouse or equivalent standard, it is sufficient to present a copy of a valid certificate.

Qualification requirement: tenderers must have a good and well-functioning quality assurance system suitable for the delivery.

Documentation requirement: tenderers must deliver a brief description of the tenderer's routines and methods for quality assurance. The description must be a maximum of one A4 page with font size 11. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certifications, and this is described in the certification, it will be sufficient to present a copy of a valid certificate.
