The aim of the tender contest is to cover the Norwegian Tax Authority's need for maintenance and development of the SIAN collection system. Development of the collection system started in 2001 and it currently has several different modules and functionality. The system is based on, amongst other things, Oracle database and Forms, ADF, WebLogic and Java, and it runs on a combination of Windows, Linux and HPUX. An in-depth account of the development, history, and the current platform is in annex 2: appendix 3. The contract will be valid for 4 years from the date it is signed, with an option for the Norwegian Tax Authority to extend the contract 5 times for 1 year at a time (4 + 1 + 1 + 1 + 1 + 1). The maximum duration of the contract is therefore 9 years. The estimated total value is between NOK 180 and NOK 275 million, excluding VAT. See the tender documentation point 1.2 Scope for further details. The estimate is based on historical figures and the estimated future workload. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Qualification requirement: tenderers must be a legally established company.
Documentation requirement:
Norwegian tenderers must submit a company registration certificate.
Foreign companies must submit documentation confirming that the tenderer is registered in a trade index or company register as prescribed in legislation in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification requirement: tenderers must have sufficient financial ability to fulfil the contract.
Documentation requirement: Credit rating, not older than six months calculated from the tender deadline. The rating must be based on the last known fiscal figures and it must be carried out by a company with a public licence to operate credit rating services. If a tenderer will use another company to fulfil the current qualification requirements, a credit rating must also be presented for such companies. The above mentioned credit rating must fulfil the requirements in the above bullet point. Furthermore, tenderers must provide the contracting authority with documentation proving that the tenderer has the right to use the company's relevant and necessary resources, for example, by presenting a commitment statement. See the last section in points 2.5 and 2.6. Attention is drawn to the fact that the contracting authority also requires that tenderers have their tax, payroll tax, and VAT payments in order, c.f. point 2.1 of the tender documentation.

The following qualification requirements apply for the latter requirement: tenderers must have their tax, payroll tax and VAT payments in order.
Documentation requirement: Norwegian tenderers must submit a certificate, either from the tax collector or the Norwegian Tax Authority, which substantiates the extent of any tax and VAT payment arrears. Certificates must not be older than 6 months calculated from the tender deadline. Any arrears and other notes must be explained. Foreign tenderers must submit an equivalent certificate from authorities equivalent to the Norwegian authorities.

Teknisk og faglig kapasitet:
Qualification requirement: tenderers must, in the last three years, have had experience from at least one delivery of:
(a) comparable nature/complexity, including the delivery of maintenance and development of a collection system with equivalent technology, including PLSQL, Oracle, and Jave; and
(b) sufficient financial scope as requested in this tender contest. The reference project must therefore be of a comparable nature as regards the nature/complexity, but (ref. 'sufficient financial scope') it does not need to be as financially extensive as what this contract covers.

Documentation requirement: tenderers must attach an account that proves that the company in question fulfils all the elements in the qualification requirement, see the template reference projects. The account must, as a minimum, include a description of the contractual relationships that the tenderer is or has been part of in the last 3 years, as documentation of fulfilment of the qualification requirement, including information on:

• the nature/complexity of each contractual relationship;
• the contractual relationship's value and duration;
• the date that each contractual relationship was established;
• the name of the public or private contract party in each contractual relationship;
• the name, telephone number and email address of a contact person at each contract party;
• etc.
If the tenderer must rely on another company to fulfil the current qualification requirement, the tenderer must otherwise document for the contracting authority that the tenderer has the right to use use such company's relevant and necessary resources for the current procurement, for example, by presenting a commitment statement. NB: If a contract is signed with the tenderer, the company that the tenderer uses to fulfil requirements must be used by the tenderer in the contract implementation within what is stated in PPR § 16-10 (5). See the last section in points 2.5 and 2.6.5.
