Askøy kommune

Askøy Municipality intends to enter into a contract(s) for winter maintenance on municipal roads.
The framework agreements will cover needs not covered by own resources. The municipality reserves the right therefore to use its own equipment and crews for clearing roads and spaces in all areas if the municipality has the capacity for this.
The stand-by season for winter maintenance is between approx. 20 October to approx. 15 April.
The assignment is split into seven sub-contracts, with one sub-contract for each area.
All the areas make up a total of approx. 63.7 km.
Annex 1 of the main contest includes an overview of the road network as a whole and the division into areas.

The contracting authority has an option to extend the contract for up to a further 4 years, to a total maximum of 8 years.
The contracting authority can choose to trigger the option in several stages, e.g. for 1 year at a time.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Økonomisk og finansiell stilling:
Economy:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement: Askøy Municipality will obtain information on the tenderer's economic and financial capacity from Proff Forvalt credit information company. It is therefore unnecessary to submit these details. (All companies who have submitted accounts to the Brønnøysund Register Centre will be registered through Proff Forvalt). Tenderers must check that this information is available from Proff Forvalt (www.forvalt.no).

Tenderers are free to supplement the information that is available for the contracting authority with other information that can be seen as relevant for the assessment of whether the requirement on the company's finances is fulfilled. Such information can be, for example, bank guarantees, guarantees from parent companies or liability insurance. Newly started companies that have little or no registered information can present their accounts that have been completed. If a tenderer believes that the information on Proff Forvalt or CreditSafe is incorrect or misleading, the tenderer can justify their point of view and attach relevant documentation. Any guarantees and insurance provided by a third party must cover the entire financial loss that can arise due to the contract not being fulfilled. Any guarantors must document that they, on an independent basis, fulfil the financial qualification requirement. However the contracting authority reserves the right to obtain financial information from other sources if there is doubt as to whether or not the requirement is fulfilled. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.
