Innlandet County needs to procure a system that will improve digital democracy. The system must contribute to a seamless process as possible from when a matter is dealt with by an executive officer until the final decision is made in the publicly elected organs. The goal is to get as many functions as possible that those who are elected use in their post in one place.
The system must handle meeting summons, summons for deputies, options for those elected to distribute change proposals to other meeting participants, speaker list, speech times, voting (how many for and against and who voted what). Both proposals, voting, and the result must be concluded in a protocol.

The objective is to achieve both social and resource gains.
Social gains shall be achieved by the strengthening of the local democracy and political leadership of the municipality. More effective and well functioning meetings in publicly elected bodies give increased quality on the entire decision making process and on the decisions being made. Resource gains will be achieved by the administration of the political decision making process being more effective and seamless. Heavy manual operations, ‘time wasting’ and error sources in the current system will be reduced.

In addition, there is a goal to give the public better options to follow meetings in the publicly elected organs, through simpler access to change proposals and voting.

The contract will have an initial duration of 3 years, with an automatic extension for 1 year at a time until the contract is terminated.

Tenderers must be registered in a trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity. Sufficient economic and financial standing is required to fulfil the contract.
