The competition concerns a framework agreement for school camp stays for the schools in Gjerdrum, Nannestad, Nes and Ullensaker municipalities. Eidsvoll and Hurdal municipalities have the option to participate in the framework agreement.
The contract value is estimated to be above the EEA threshold. The estimated value is not binding for the contracting authority. The need is uncertain. The contracting authority has previously procured for NOK 4 000 000 excluding VAT per year in recent years. The volume can be both higher and lower, and will depend on, amongst other things, the contracting authority's needs, activities, budgetary situation and other framework factors in the contract period. It is uncertain, but the client expects the volumes to be distributed more or less equally between groups 1 and 2.

Lots/groups
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has decided to divide the assignment in accordance with PPR §19-4, and has divided the assignment into two groups.
It is possible to submit tenders in one or both of the following groups Group 1 Coastal Group 2 Inland/Mountain.
The contracting authority reserves the right to accept all or parts of a tender.
Framework agreement.
The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.
The framework agreement duration is from and including 5 July 2021 until and including 4 July 2026 with the possibility for the contracting authority to extend for up to a further 3 years, by 12 months at a time.
The framework agreement is based on the commencement for school camp stays from the 2021/2022 school year. Multiple of the schools have already booked school camp stays for multiple classes. All new orders during the framework agreement period will go to the framework agreement suppliers.

The contract has a total duration and option of 8 years based on the users’ and supplier's need for planning of school camp stays where the ordering occurs multiple years in advance, cf. the Public Procurement Regulations § 11-1.
The contracting authority will enter into a contract with five or more tenderers in each group, as long as a sufficient number of qualified tenderers submit tenders.
The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.

Økonomisk og finansiell stilling:
Tax and VAT certificates
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations, section 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, attach the certificate voluntarily if you want.

Other economic and financial requirements: economic and financial standing.
Requirements regarding the tenderer's economic and financial standing: the financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).
Documentation: the contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.
