Askøy Municipality has a large need for the renovation of sewage pipes and manholes. Pipes are to be renovated when they are renewed (relining, pipe bushing) with sleeves. The contest is open for all suppliers of pipe renewal, regardless of hardening method. As a main rule, manholes are to be cast.

The contracting authority plans to renew approx. 5-6 km of pipes each year in the contract period. This is only an estimate and it is non-binding for the contracting authority. The scope of the pipe renewal work depends, amongst other things, on political decisions and economic grants. The water and sewage department will, through internal priorities, try to ensure that minimum NOK 2 000 000 is set aside for pipe renewals every year.

The contract could cover some surface water pipelines, but as a main rule, it will not apply to water pipelines.
If the tenderer discovers a break, and it is necessary to dig up the pipe, the contracting authority will carry out the excavation work itself.
The sewage pipes in Askøy Municipality have dimensions from 100 mm to 1 200 mm. The dimensions are mainly 200, 300, or 400 mm. The manholes are often cast and are a standard size.

Varighet: 24 måneder
Beskrivelse av fornyelser:
Extension for up to 6 years. The contracting authority can choose to take up the option for shorter periods, i.e., for 1 year at a time. The maximum contract period is 8 years.

Registered in a trade register or company register.
Tenderers must be a legally established company.
Documentation: tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will inspect the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Solvency of company
Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length.
Documentation for Norwegian tenderers: the contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines for how tenderers can supplement available information if they wish to do so.

Documentation for foreign tenderers: tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Teknisk og faglig kapasitet:
1) Requirements for experience
Tenderers must have substantial and relevant experience. The experience must be from assignments of an equivalent complexity as the services requested in this contest. Documentation requirement: relevant experience is to be documented in the attached reference form by stating a minimum of three (3) and a maximum of five (5) reference projects from the last three (3) years. Only the first five projects will be assessed if more than five reference projects are listed. Newly established companies can state the experience from key personnel that was acquired whilst they worked for other companies as documentation.

2) Requirement for personnel
Tenderers must have adequate competence and professional qualifications for managing and quality assuring the assignment. The project manager and work manager must have minimum 5 years experience with sleeves for sewage pipes.
Documentation: tenderers must attach an overview of the experience and professional qualifications held by managerial group and/or key personnel that are responsible for the assignment.
3) Management and quality assurance
Tenderers must have adequate competence and professional qualifications for managing and quality assuring the assignment.

1) Quality assurance standards
The contracting authority requires that tenderers have procedures and systems for quality management.
Documentation: tenderers must submit certificates from independent recognised bodies that document a satisfactory quality management system. A valid ISO 9001 certificate, for example, will be accepted as fulfilment of the requirement. If a tenderer does not have such certification, he can attach a description of his quality management system.

2) Environmental management standards
The contracting authority requires tenderers to have procedures and systems in place that ensure that the execution of the delivery has a low environmental impact.
Documentation: tenderers must submit certificates from independent bodies that document an established and satisfactory quality management system. Documentation is required stating that the tenderer is environmentally certified in accordance with ISO 14001, is an Environmental Lighthouse company, is certified by EMAS, or is certified by equivalent third parties. If a tenderer does not have such certification.
