Askøy municipality (the Contracting Authority) shall, through the framework agreement, cover the need for pipe inspections and flushing of municipal pipes. The framework agreement shall include inspections and flushing of sewage pipes and water pipes. The Contracting Authority estimates that the majority of the assignments will be inspection and flushing of sewage pipes.

The tenderer shall provide inspections of pipes based on call-offs. Flushing will be ordered as required and in accordance with any concrete call-off. The agreement includes inspection and flushing of municipal pipes. The size of the pipes is estimated to be from 100 mm — 500 mm. The agreement includes mainly public pipes, but the tenderer must be able to monitor branch pipes from the main pipe. The estimated annual scope of the assignment is 12 — 15 km. The estimated scope may vary from year to year and in accordance with the Contracting Authority's current requirements. The agreement does not represent binding call-offs.

The Contracting Authority shall enter into a framework agreement with a tenderer for the service. The framework agreement will have a duration of 4 years. The Contracting Authority has the option for extending the framework agreement for further 2 + 1 + 1 year. The maximum framework agreement period including all options is 8 years.

Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation Requirement: Norwegian tenderers: Company Registration Certificate. Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: Tenderers must have sufficient solidity and financial capacity to carry out the assignment. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation requirement: A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Minste nivå(er) av standarder:

Tenderers must have sufficient economic and financial capacity to carry out the assignment. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

1) Qualification requirement: The tenderer must have good experience from comparable assignments.

Documentation requirement: An overview of three of the tenderer's primary assignments with comparable value during the last three years. To ensure sufficient competition, projects carried out during the last five years may also be considered.

The overview must, as a minimum, include the following information:

— the project name,

— description of the project's relevance to this call for tenders,

— the contracting authority's assignments/roles in the project,

— the contract value of the assignment excluding VAT,

— contracting authority, with contact information of reference person (name, telephone number and e-mail),

— initiation date and completion date (year)/if not completed — current stage of the project,

— other relevant information for this agreement.

It is the tenderer's responsibility to document the relevance in its description. Tenderers can document experience by referring to the competence of the personnel at disposal for this assignment, including experience that has been acquired while the personnel performed services for another service provider.

2) Qualification requirement: Tenderers must have good procedures for quality assurance.

Documentation requirement: Tenderers must give a description of the company's procedures for quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement. If a tenderer is certified in accordance with ISO 9001 or equivalent, it is sufficient to provide a copy of a valid certificate for verification of compliance with the qualification requirement.

3) Qualification requirement: Tenderers must have a good environmental management system.

Documentation requirement: Description of the tenderer's procedures and systems for ensuring low environmental impact when carrying out the assignment.

If the tenderer is certified in accordance with ISO 14001:2004 (or a more recent version), EMAS,

Eco-lighthouse, or equivalent third-party verified systems, we accept such certificate documentation as verification of compliance with the qualification requirement.
