The purpose of the framework agreement is to cover the contracting authority's need for kitchen accessories, as well as associated products and services in a qualitative and cost efficient manner. This covers both expected and acute needs for kitchen accessories. Central focus areas for the framework agreement are, amongst others, reduced environmental impact, optimisation and standardisation of the assortment, management of consumption and procurements through cataloguing and analysing work. Focus will also be put on sobriety and control of consumption. Out of consideration for the environment and sobriety, the contracting authority would like, amongst other things, to discard as little existing equipment as possible.
The framework agreement will ensure good cooperation with a loyal partner with good knowledge and experience, who is continually able to comply with the purpose of the framework agreement.

Kort beskrivelse:
The tenderer must, in accordance with the framework agreement, deliver kitchen accessories for the following overall product groups:
1) Porcelain;
2) Kitchen equipment;
3) Serving equipment;
4) Glass;
5) Knives;
6) Cutlery;
7) Bar equipment;
8) Kitchen clothing and footwear for use in kitchen.
Emphasis is put on the fact that the products in Annex D represent important volume products for use in the contest, and are not meant as as exhaustive regulation of the delivery scope. The contracting authority has a unilateral right to expand or reduce the delivery scope within the above-mentioned product groups. Such expansions or reductions will not give the tenderer any right to compensation.

The framework agreement that will be signed will have an estimated total value of NOK 35 000 000 excluding VAT, including options for an extension. The maximum total value is NOK 45 000 000 excluding VAT, including options for an extension.
The estimate is based on previous figures and anticipated future use according to the contracting authority's best judgement. The estimate is not intended to be either an upper or lower limit for what can be taken from the framework agreement, and does not involve obligations pertaining to call-offs or purchasing. The concrete call-offs are dependent on the users changing need during the framework agreement period. These may vary in particular depending on completed exercises, new construction projects, inclusions, etc. in the contract period.

Qualification requirement: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established. Documentation requirements: Norwegian tenderers - company registration certificate. Foreign tenderers: - Confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:
Qualification requirement: Tenderers must have sufficient economic and financial capacity to carry out the delivery. The contracting authority will, amongst other things, assess key figures such as the operating margin, degree of liquidity and equity ratio. Documentation requirement: The tenderer's annual accounts, (including notes with the board's and auditor's reports) from the last 2 years. If the Annual Financial Statements for the previous year are not finished before the tender deadline for this contest expires, the preliminary Annual Financial Statements for the previous year must also be enclosed. If required, the contracting authority can request a rating rating from a recognised credit rating company based on the last fiscal figures. The rating must not be older than 3 months.

Teknisk og faglig kapasitet:
Qualification requirement: Tenderers must have experience from similar deliveries as regards, amongst other things, size (contract value) and scope (product assortment and number of delivery places). Documentation requirement: An overview of the tenderer´s 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include a statement of:

— the assignment's value (given in annual value),
— date,
— recipient (name, telephone number and email address).
It is the tenderer's responsibility to document relevance through the description.
Qualification requirement: Tenderers must have
a good and well-functioning quality assurance system. This means that the tenderer must have procedures to ensure that all laws and regulations covering the part of the company that will work with this contract are upheld. Documentation Requirement: a description of the tenderer´s quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
an environmental management system that, as a minimum, consists of the following elements:
— a general environment policy for the company,
— a system for monitoring and checking the most important characteristics of the company´s operations that can have a significant impact on the environment. Documentation requirement: a description of the environmental management measures that have been implemented in the company. If a tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
