The purpose of the framework agreement is to cover the contracting authority's need for professional laundry and drying machines of high quality and operational reliability with accessories and associated services, including delivery, assembly and service. The framework agreement must cover the contracting authority's permanent and arising needs, and, at the same, time focus on sobriety and control of consumption.

The contracting authority thus expects a good collaboration with a loyal collaboration partner with good knowledge and experience, who can give good advice and assistance so that the need can be covered to the greatest possible degree at the lowest possible price. Furthermore, the collaboration partner will be expected to be continually proactive and be future orientated as regards reduced costs, reduced environmental impact, optimisation, and standardisation of the assortment and control of consumption and procurements through catalogue and analysis work and follow-up.

The total value for all users is estimated to be between NOK 20 and 25 million excluding VAT over 4 years. Attention is drawn to the fact that due to a lack of statistics for service assignments, it is difficult for the contracting authority to estimate the total value of the framework agreement.

The estimate is based on previous figures an/or anticipated future use according to the contracting authority's best knowledge.

The estimate is not intended to be either an upper or lower limit for what can be taken from the framework agreement, and does not involve obligations pertaining to call-offs or purchasing. The concrete call-offs are dependent on the users changing need during the framework agreement period. These may vary in particular depending on completed exercises, placements etc. in the contract period.

Beskrivelse av fornyelser:

The framework agreement duration is 2 years. The contracting authority has the option to extend the framework agreement one or more times for a further 2 years. The maximum duration of the agreement including options is 4 years.

Qualification requirement: tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirement: Norwegian tenderers: Company registration certificate. Foreign companies: Confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: tenderers must have adequate economic and financial capacity to carry out the assignment. The contracting authority will, amongst other things, assess key figures such as the operating margin, degree of liquidity and equity ratio. Documentation requirement:

1) Credit rating from a certified credit rating agency, based on the last fiscal figures. The rating must not be older than three months.

2) The tenderer's Annual Financial Statements (including notes with the Board's and auditor's reports) from the last 2 years. If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts for the last year shall also be attached.

Teknisk og faglig kapasitet:

1.1 Qualification requirement: tenderers must have good experience from similar deliveries. This means that tenderers must have:

1) Good experience with the delivery and service of a broad spectrum of washing machines and tumble driers to large entities, with locations nationwide.

2) Good experience with advice and adaptations of washing machines and tumble driers for seagoing vessels.

1.2 Documentation requirement: An overview of the tenderer's most relevant assignments in the last 3 years. The overview must include a statement of:

1) The assignment value;

2) Dates;

3) Recipient (name and contact person).

4) A brief description of the delivery. It is the tenderer’s responsibility to document relevance through the description.

2.1 Qualification requirement: tenderers must have sufficient competence to fulfil the delivery in a professionally good way.

2.2 Documentation requirement: A description of professional qualifications and competence in the personnel that the tenderer can use for the delivery, with particular focus on personnel who will assist with advice and adaptations of products, as well as personnel who will service the machines. CVs are not requested here.
