Larvik kommune

The contracting authority would like to procure a digital tool for communication and daily planning in municipal health and mastering.
The tool will primarily be used within the entity for disability, but other entities in health and mastering can also be relevant (Larvik health centre, the home care service, nursing homes, mental health, and dependency).
There is a provisional plan for implementation, (which can be changed and is non-binding for the contracting authority):
The entity for disability - will start with 72 users, potentially approx. 150.
The entity for mental health and dependency - will start with 20 users, uncertain how many there potentially can be.
Other entities, potentially approx. 250.
The contracting authority envisages that the digital tool is cloud based and can be used on a monitor, tablet, and smartphone.
The contracting authority has an option to use the system in other parts of the municipality.
The signed contract will be an ongoing service contract.

A digital tool means systems that can be downloaded on a monitor/tablet/smartphone and that, amongst other things, enable secure communication between patients/users and the municipality's health service. Employees in the service must be able to offer guidance and help to users via a video on a screen. We believe that this will lead to more people receiving help when they need it. In addition, users must have an overview of important appointments and daily activities in the system, and thus maintain mastering and independence.

The project is expected to have a large effect on user participation and life quality for our service recipients, with increased social participation and inclusion.
The goal is that users get:
- increased learning, mastering, and independence
- increased user participation and more flexibility in the service
- more options for social interaction and participation in social activities
- greater predictability
- increased safety
The goal is that the municipality/service:
- gets increased quality of the service
- gets increased efficiency
- fulfils user participation requirements
- gives less strain for employees
- improves information flow
- frees up time to help more users
- gets a better reputation
