The framework agreement will give the contracting authority easy access to relevant software, cloud services, and services within central IT infrastructure, and contribute to keeping the contracting authority's costs for the procurement and administration of the technology at a minimum.
In order to obtain this the contracting authority would like to join up with a tenderer that can also take on the integrator role.
An integrator is in this context is defined as a tenderer who can ensure the contracting authority uniform deliveries within specified product areas, see Annex 1. Tenderers must have broad competence and a broad product assortment, and must be capable of putting together good systems based on the contracting authority’s requirements, including coordination, administration and interaction with the contracting authority and sub-suppliers.
The procurement is regulated by the attached conditions of contract with annexes, cf. the tender documentation, Parts II and III.

Estimert totalverdi: 150 000 000 NOK 💰
Kort beskrivelse:

Based on past figures and an assessment of future needs, the total costs throughout the contract period are expected to be between NOK 100 000 000-150 000 000 including VAT. Note that the value is only an estimate and not binding for the contracting authority.

In the contract period the contract is subject to the further development of/changes to the current delivery models in a way that will lead to separate tenders for outsourcing systems that are initially included in the contract. NAV plans to continue with its modernisation programme for IT systems in the coming period. This will first affect the department's trade systems, but it can also have an influence of the procurement and maintenance of central equipment and basic software in the contract period.

Norwegian tenderers must have their tax and VAT payments in order.

Norwegian tenderers: a Tax and VAT certificate from the tax authorities, not older than six months calculated from the deadline for requests to participate in the tender contest.

Tenderers are required to be a legally established company.

Norwegian Tenderers: company registration certificate from the Brønnøysund Register Centre.

Foreign Tenderers: certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the tenderer is established.

A very good implementation ability is required.

— description of the service provider's technical capacity and professional qualifications. With regard to the capacity, a description of the tenderer's relevant units shall be given. With regard to qualifications, a short overview of the tenderer's general relevant expertise must be given. The personnel proposed for the assignment must not be specified, and CVs must not be submitted;

— an overview of the tenderer’s average annual workforce and managerial staff in the last 3 years;

A description of the tools, material and technical equipment that the tenderer has at its disposal for fulfilment of the contract.

Experience from similar assignments is required.

The tenderer's principal deliveries over the last 3 years, including a description of the assignments, values, time frames and recipients.

The template in the annex document must be used for this point

Name and contact details for the reference client’s contact person who can confirm this information must be provided on request good and well-functioning methods for quality assurance are required.

A brief description of the tenderer's general methods and processes that are relevant for ensuring the quality of the service. There must be no sales text, product descriptions or descriptions of experience.

An account of the company’s quality assurance system/management system, and any certificates issued by independent bodies.

Tenderers are required to have the financial ability to implement the contract.

The contracting authority will obtain credit ratings carried out by Experian; see www.Experian.no

If the Tenderer feels that the credit rating will not provide an accurate picture, please send supplementary information together with the qualification application.
