A site inspection will be held for tenderers of Norges brannskole, Tjeldsund Municipality, as well as an information meeting on teams. Prior registration is required due to the corona situation. Statsbygg will hold a site inspection with small groups. The date and time for each group will be announced via the Mercell portal. The site inspections are scheduled for week 14. In order to participate in the information meeting and/or site inspection, register with the company name and the name and email address of all the participants in the Mercell portal by 23 March 2021. Tenderers must state whether they want to participate in a site inspection. An information meeting will be held on teams for all tenderers on 26 March 2021 from 9.00-12.00. The information meetings for both contracts will be held simultaneously (K201 and K701).

K701 training ground and infrastructure.

Statsbygg has been tasked by the Ministry of Justice and Public Security with establishing a new vocational college for the education of fire and rescue personnel. The new vocational college is an expansion of the existing fire college at Fjelldal in Tjeldsund Municipality.

The contract is for demolition, new building, alteration, renovation, and infrastructure for the entire area. The current fire training ground is to be renovated and supplemented with new training objects. A new training ground is to be established along the site's southern side. Extinguishing exercises are held year round, so the project must establish comprehensive infrastructure in order to handle surface water around the training objects and to prevent freezing in the winter months.

The project has a split execution model where the fire station and teaching and canteen building are announced as a turnkey contract, whilst the other smaller new buildings, outside work and infrastructure are announced as an execution contract (this contract). Automation and field equipment will be procured through Statsbygg's framework agreement and transferred to each of the contracts. The gas installations for the training ground will be contracted separately and transferred to the execution contractor.

Two contracts for the vocational college for fire and rescue personnel project in Tjeldsund will be announced simultaneously.

K201 Turnkey contract for a new fire station and teaching/canteen building.

K701 Execution contract for the other installations, comprising a new building and the renovation of the existing training ground and infrastructure. Tenders can be submitted for both contracts. If a tenderer would like to submit a tender for both contracts, and would like to give a discount if they are awarded both assignments, this will be taken into consideration during the evaluation, see point 4.5 below.

Tenderers are required to have a legally established company.

Company registration certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.

Økonomisk og finansiell stilling:

Tenderers are required to have satisfactory financial implementation ability. The size of the turnover, seen in relation to the contract value, can be emphasised.

Statsbygg will carry out a credit rating of tenderers.

Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.

Teknisk og faglig kapasitet:

Tenderers are required to have sufficient experience from assignments with comparative value. Tenderers are required to have experience with site work, however other work can also have a transferable value.

A completed ‘Form for Qualification Requirements — Reference Projects' must be submitted (attached to the tender invitation) with up to 3 reference projects from the last 5 years with a transferable value. The completed form must, as a minimum, include the following information and be maximum 1 A3 page* in total:

• the project name;

• contracting authority;

• the project's size in m

• types of buildings/facilities;

• the assignment's contract value for the tenderer excluding VAT;

• type of contract;

• start-up date and completion date (year)/if not completed — where one is in the project.
