Oslo Municipality, c/o the Agency for Urban Environment, hereafter called the contracting authority, invites tenderers to an open tender contest for the procurement of 102-BYM-2021 - framework agreement for performance management and process support. This contest is being announced for the second time after the first round was cancelled due to a lack of competition as we only received one tender.
This will be a 2-year framework agreement with an option for 1 year + 1 year extension with one tenderer, with an expected start-up in January 2022 after the framework agreement has been signed. The framework agreement comprises assistance with performance management in Oslo Municipality c/o the Agency for Urban Environment, including; performance management, internal control, process improvement. It can include review work, evaluations, and other relevant assistance that the Agency requires in its performance management work. The aim of the procurement is to ensure capacity and the required competence.

The estimated value of the framework agreement is approx. NOK NOK 4 – 6 million a year. The Contracting Authority emphasises that the figures are estimates and that the actual volume may vary from year to year. The estimate is non-binding and is without obligation for the contracting authority. One of the characteristics of a framework agreement is that the concrete assignments and the volume of assignments are not concretised when the framework agreement is signed. Call-offs will take place as and when the contracting authority's needs materialise. This premise is known by both parties and it involves a risk that the amount of assignments can deviate from the above mentioned estimate - both postively and negatively.

Tenderers must be aware that changes in the financial and/or political framework terms can lead to the estimated amount of assignments being increased/reduced, or disappearing.
