The tenderer will, in accordance with the framework agreement deliver machines/material for detecting dangerous content primarily in mail and packages, possibly also in baggage, as well as service of them through a service contract. X-ray machines of varying sizes will be used for this as described in, amongst other things, Annex B Requirements Specification, in addition to what is described for category 1 (and category 2) below. See part II (General Contract Terms) for further details of the scope of the procurement.

The tenderer(s) must, in accordance with the framework agreement, provide services in relation to the following:

— Category 1: X-ray machine A — dual view machines with a tunnel opening 40 x 60 cm (type 40 x 60 cm machine) and other detection material.

It is a national parallel framework agreement with up to two tenderers (Suppliers A and B) for the delivery of dual view X-ray machines with a tunnel opening of minimum 40 x 60 cm (type 40 x 60 cm machine), or larger size and service, parts and additional equipment/functions.

It can also be possible to procure other detection material in category 1 (with any service, parts and additional equipment/functions, etc.) that the tenderer has in his assortment, such as X-ray machines in other sizes/qualities/capacities for special needs (dual view X-ray machines with a tunnel opening 60 x 80 cm, type 60 x 80 cm machine, or larger size and up to 5 cm smaller size is a separate category/framework agreement) and mobile/hand held so-called 'sniffers' for detecting explosives, etc., (everything is hereafter called detection material).

Supplier A will have first priority and supplier B will have second priority to deliver the scope.

See point 2 in the general contract terms for the call-off mechanism and the special terms in the framework agreement on this.

— Category 2: X-ray machine B — dual view machines with a tunnel opening 60 x 80 cm (type 60 x 80 cm machine).

It is a national parallel framework agreement with up to two tenderers (suppliers A and B) for the delivery of dual view X-ray machines with a tunnel opening 60 x 80 cm (type 60 x 80 cm machine) or larger machine and up to 5 cm smaller size and service, parts and additional equipment/functions. Any other X-ray machines and other detection material are not included in this framework agreement.

Tenderers must submit a tender for either category 1 or category 2 or both categories.

The duration of the framework agreement is 2 years from the date the contract is signed. There is an option where the contracting authority reserves the right to unilaterally extend the framework agreement once or several times for up to a further 24 months. The maximum length of the framework agreement, including options, will be 4 years.

Egnethet til å utøve yrkesvirksomheten:

1) Qualification requirement: tenderers must be certified by the Norwegian Radiation and Nuclear Safety Authority (DSA) for the sale/turnover and service/maintenance of X-ray equipment in Norway.

Documentation requirement: confirmation that the tenderer is certified by the Norwegian Radiation and Nuclear Safety Authority (DSA) for the sale/turnover and service/maintenance of X-ray equipment in Norway.

2) Qualification requirement: tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirement: Norwegian tenderers: Company Registration Certificate.

Foreign tenderers: verification that the tenderer is registered in a company register or trade register in the state where the tenderer is established.

Qualification requirement: tenderers must have the required economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

Documentation requirement: credit rating from a certified credit rating company, based on the last known fiscal figures. The rating must not be older than 3 months.

Teknisk og faglig kapasitet:

1) Qualification requirement: tenderers must have the required economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

Documentation requirement: credit rating from a certified credit rating company, based on the last known fiscal figures. The rating must not be older than three months.

2) Qualification requirement: tenderers must have sufficient capacity to implement the delivery.

Documentation requirement: a description must be given of the tenderer's technical personnel or technical entities at the tenderer's disposal to fulfil the contract.

3) Qualification requirement: tenderers must have sufficient competence to carry out the delivery.

Documentation requirement: a description of the education and professional qualifications of the personnel that the tenderer has at his disposal for implementation of the contract. CVs are not requested here.

4) Qualification requirement: tenderers must have a good and well-functioning quality assurance system.

Documentation requirement: a description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

5) Qualification requirement: tenderers must have a good environmental management system.

Documentation requirement: a description of the environmental management measures that have been implemented in the company. If a tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
