Sandefjord Kommune [Sandefjord Municipality] consists of approx. 30 000 households, cottages and businesses that are connected to municipal water and sewage. It is the intention that all of these subscribers pay water and sewage charges according to measured consumption. In this connection, it is desirable to run a pilot project in order to be able to select the type and size of water meters that will be installed, in order to obtain the most accurate measurement data.
In the pilot project, it is desirable to test different meters both mechanically and electronically for a period of up to 1 year. In regard to electronic meters, the frequency of meter pulse for recording the water flow must be stated. 10-15 meters are wanted for each supplier. The water meters will remain in place after the end of the test period. A decision will be made concerning which supplies will be selected after the test period.

Sandefjord Municipality will procure water meters for all subscriptions connected to the municipality's water supply, within an 8-10 year period. This applies to households, cottages and businesses.

To secure the selection of a supplier, with good quality water meters in regard to i.a. The meter accuracy, battery lifetime, selection and size of the meters and that they are ready for remote reading, we want to operate a two step procedure, with the selection of a qualified supplier for a pilot project in step 1, in order to select a tenderer on the basis of a competition where quality and price are evaluated according to the implemented pilot period.

In the pilot project, the municipality wants to test a selection of water meters from the qualified suppliers over a period of up to 1 year. The municipality wants to test which functionalities perform measurement of water that can be integrated in the water meters and which practical challenges must be taken into consideration. The possibility of several different sizes in terms of meter space requirements is desired.

In the pilot project it is desirable to test water meters that can communicate via LoRaWAN, NB-IoT and AMS. Sandefjord Kommune has LoRaWAN coverage in parts of the municipality and this must be further developed. One or more of the sensors to be tested must also be able to be tested via Narrowband where there is no Lora coverage. The municipality primarily wants to use sensors that can communicate via the AMS transmitters to power meters.

It may be necessary to test water meters placed in the building or in basins.
