Kort beskrivelse:
The contract includes the following services:
1) Hire of collection units (sacks, receptacles, containers);
2) Hire of vacuum machine and associated material/equipment for the health sector and other entities (cf. point 1.8);
3) Hire of packaging press/bailing press and associated material/equipment (cf. Point 1.9);
4) Single hire/booked assignments for collection units (for e.g. containers).
5) Emptying of collection units:
5.1) Periodic collection of agreed fractions in accordance with the waste plan for the individual unit;
5.2) Collection of single hire/booked assignments for collection units.
6) Weighing of waste in the collection unit at collection (weight mounted on vehicle) (cf. Point 1.12.3);
7) Place receptacles/containers back at the collection site;
8) Transport to approved reception sites for recycling, incineration or final disposal;
9) Weighing of the content in containers;
10) Placing and collection of functional and suitable collection units as well as repair/maintenance/servicing of receptacles and containers as needed;
11) Delivery and swapping of sacks for Molok;
12) Delivery of sacks to collection units where the service provider requires such to be used;
13) Delivery of safe packaging for infectious waste/hazardous waste, including pricking/cutting, e.g., syringe tips;
14) Handling EE waste and special waste in line with the applicable law and regulations;
15) Security shredding;
16) Treatment of fractions for recycling and final disposal;
17) Recording and logging of data about the sorting degree, quantity and type of waste specified in the individual activity as well as periodical reporting of recorded data;
18) Digital solution for control and follow-up of waste management at the client and their entities (cf. Point 1.4);
19) Guidance, training, information materials and procedure descriptions concerning the contract to the contracting authority's collection locations (cf. Requirement 1.12.1-2 and 1.12.4);
20) Preparation of waste plan (cf. Requirement 1.12.3);
21) Annual review of statistics with a focus on achieved optimisation of the waste solutions;
22) Delivery of bags for wet-organic waste, option;
23) Washing/cleaning of collection units, option.
The above is list is not to be considered comprehensive. Activities can be included in the contract period if the activity is considered to be within the scope and purpose of the contract.
Public waste containers are placed in the municipality to be used by the general public. The contracting authority owns the contains and collects the waste. This waste is to be considered as trade waste and is included in the contract.

Beskrivelse av fornyelser:
The contracting authority has a unilateral right to extend the contract for 2 years. If the contracting authority chooses to utilise this right, the service provider will be notified at the latest 3 months prior to the end of the contract.

2) Replacement, possible washing/cleaning of collection units.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will inspect the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Økonomisk og finansiell stilling:
2) The tenderer must have sufficient economic and financial capacity to be able to fulfil the contract. The required economic capacity is considered in relation to the contract value, services, risks and duration. Credit worthiness without a requirement for security will be sufficient to fulfil the requirement. Documentation Requirement: the contracting authority will check the tenderer's economic situation from DIFI's eBevis and undertake an individual credit evaluation via Bisnode. A credit rating equivalent to score 3 (worthy of credit) or a higher score in accordance with the standard. Recently established companies will be assessed separately.

Teknisk og faglig kapasitet:
3) Tenderers must have good and relevant experience. The experience must be from assignments of an equivalent complexity as the services requested in this contest. Documentation requirement: relevant experience is to be documented by stating a minimum of three (3) and a maximum of five (5) reference projects from the last three (3) years. Information on this point is to be given in Mercell. Only the first five projects will be assessed if more than five reference projects are listed;

4) The tenderer is required to have sufficient technical resources and capacity to fulfil the assignment in accordance with the contracting authority´s needs. Documentation: tenderers must attach an overview of personnel with relevant technical/specialist competence for the fulfilment of this delivery. The overview must include the person's professional qualifications, experience and how the person will be used in the delivery. All of the stated resources must have sufficient capacity in the contract period to be used as described;

5) The contracting authority requires tenderers who have certification from independent third parties confirming that the tenderer has established quality management procedures and systems. Documentation: Tenderers must submit certificates from independent recognised bodies that document a satisfactory quality management system. A valid ISO 9001 certificate, for example, will be accepted as fulfilment of the requirement;

6) The contracting authority requires tenderers to have certification from independent third parties confirming that the tenderer has procedures and systems that ensure low environmental impact from the execution of the delivery. Documentation: Tenderers must submit certificates from independent bodies that document an established and satisfactory quality management system. Documentation is required stating that the tenderer is environmentally certified in accordance with ISO 14001, is an Environmental Lighthouse company, is certified by EMAS, or is certified by equivalent third parties.
